During the year of the program, despite the attractive conditions for students, there was a shortage of applications. Since the fall of 2014, only 45 people have left to study abroad, says Denis Konanchuk, director of the Skolkovo Business School's Center for Educational Development. Complexity. There are many universities, many countries, it is difficult to understand them. And "education abroad" is not always equal to quality education. Fortunately, government-approved universities are ranked in the top 300 in the world.

Submission of documents and admission

What are the risks

Risk. The applicant may not pass the language exam with the required score, and the grant plan will fail. My student was supposed to start her studies in Australia in February 2017, but she did not pass her English score five times.

Risk. The university takes too long to respond to your application. The decision on enrolling a student is made by the admissions committee of the university. The Global Education program is being held in four competitive selections, with two more left. You can take part in any of them. In most cases, you will not be able to apply for a visa until you have made a tuition deposit. A visa case in some countries is considered up to 4-6 weeks. Some specialties have 2-4 sets per year, and you can start studying not only in September, but also in February, May, July, October.

In my experience, the grant process takes a year. But if you have already passed the language exam, then you can do everything faster.

Risk. The university answers for a long time or is silent.

Council. The Russian operator of the program trained special agencies and educational centers... They help students for free. Agencies connect with universities through their own channels and help get a response faster. Therefore, if an educational agency has connections with your chosen university, there is a chance to save time.

Risk. The university can delay the invitation to study, and the deadline for submitting documents for the grant may end.

Council. If you do not have time to submit documents in the current selection, transfer the application to the next selection. When a new set starts, you will have a special button.

How to register and apply

If you are expelled from the university during your studies, you will have to pay a triple fine. But deductions abroad are rare. Usually, when a student does not take a subject at a foreign university, he pays extra for re-passing the subject and passing the test or exam.

The program has no age limit. If you have already completed your studies at a university in Russia and want to develop further, you can use this grant program no matter how old you are.

If you have lived in Russia for 10, 20, 30 years, but are not a citizen, you will not receive a grant.

There are such programs in state universities France, Germany, Austria, Switzerland, Norway, Italy and Spain (while in private universities in these countries tuition is paid). Outside Europe, shareware in English can be found in India, Taiwan, and Argentina.

An important feature: the tuition fee can vary greatly depending on the country and the university. For example, in Germany in public universities, the contribution is usually 300-500 euros / year, while in Switzerland it is about 5000-6000 francs / year (or 4600-5500 euros).

The student pays for living expenses (housing, food, transport, teaching materials, etc.) independently. Therefore, if you do not have a very large budget for training, you need to pay attention not only to the cost of the program (fee), but also to the country / city in which you plan to study. For example, if we talk about Germany, then living in Munich or Berlin will be an order of magnitude higher in cost than in any other small city.

Applicants are often interested in whether it is possible to combine study with work? In many countries it is officially allowed to do this, but there is a limit for foreign students (for example, in Germany it is 120 full days or 240 noons a year). However, studying for a master's program is often very intensive and it is not always possible to combine it with work.

There are 2 main opportunities here - scholarships awarded by public funds or private / public organizations, and scholarships from the universities themselves.

The former often refer to programs of one country - for example, DAAD for studying in Germany, Chevening for Great Britain, Fullbright for the USA, Visby for Sweden, etc. We have talked about the main scholarship programs. It is also possible to receive funding from your own country - for example, for students from Russia there is a Global Education program, under which you can win a grant to study at a foreign university, provided they return and work in Russia for a period of at least 3 years. There is a similar program “Bolashak” in Kazakhstan.

The competition for such scholarships is always quite large, and the deadlines are often earlier than for the master's programs themselves. Therefore, we recommend that you always have a "plan B" - alternative ways to finance your studies, if you cannot win a scholarship. It is better to think over several options than to place all bets on only one.

Many universities offer their own scholarship programs that cover all or part of the tuition. In our experience, the competition is usually slightly smaller, so this is a great opportunity for those students looking for ways to fund their studies. You can find such programs on the university website (usually in the section Financing your studies, Tuition fees and funding, etc.) or by writing directly to the coordinator of the program you are interested in.

Full funding scholarship programs (that is, covering tuition and living expenses) for international students are quite rare, such as the Fulbright (USA) and Chevening (UK) programs. There is always a huge competition for such programs, and, in our experience, they also have some unspoken criteria. A diploma from a foreign university must be recognized in accordance with Art. 107 of the Federal Law "On Education in Russian Federation"No. 273-ФЗ dated December 29, 2012. According to this law, the recognition of a foreign diploma is carried out in accordance with international treaties of the Russian Federation regulating the recognition and establishment of the equivalence of foreign education. If the candidate's diploma should fall under the international agreement on mutual recognition (list of foreign educational organizationsrecognized by the Russian Federation approved by the order of the Government of the Russian Federation dated September 19, 2013 No. 1694-r), then the education received abroad is recognized on the territory of the Russian Federation without going through additional procedures. If the candidate's diploma does not fall under this agreement, then it is necessary to go through the recognition procedure - nostrification. Recognition of educational documents is carried out on the basis of the order of the Ministry of Education and Science of the Russian Federation dated 12.24.2013 No. 1391 in accordance with the Administrative Regulations Federal Service on supervision in the field of education and science (Rosobrnadzor). The selection of participants in the Global Education program is held on a competitive basis.

If you enrolled in several foreign universities that meet the conditions of the program, then you can apply for a scholarship for several programs at once, indicating the priority university.

Citizens with dual citizenship, one of whom is Russian, can take part in this program

If you are already studying at a foreign university that is included in the list of approved universities in a specialty that also meets the requirements of the program, then you can take part in the competition for a scholarship. However, in this case, the scholarship will cover only the remainder of the study. No compensation is provided for the previous training period.

The student can attract other funding sources if the Global Education grant is insufficient. In addition, a student can apply for a scholarship from Global Education if there is another grant. For example, if a university provides free education, but does not provide a scholarship for living, then the grant from "Global Education" will cover these student expenses

Additional Terms and Conditions of the Global Education Program

If the student does not fulfill the obligations to the program, then the participant will be obliged to pay a fine of two times the amount received.

If the organization in which you want to work on return is not included in the list of employing organizations of the program, then the company can apply to the appropriate authorities for admission to the list of employing organizations. The list of these organizations is constantly updated.

Only 10% of the program participants can get a job in organizations in Moscow and St. Petersburg, the rest will have to work in other regions of the Russian Federation.

You can change the place of work within three years no more than two times.

The scholarship competition is held 4 times a year.
