The Government of the Russian Federation decides:
2. To allow the Federal Agency for Science and Innovation to have up to 3 deputy heads, as well as in the structure of the apparatus up to 6 departments for the main directions of the Agency's activities.
3. To establish the maximum number of employees of the Federal Agency for Science and Innovation in the amount of 200 units (excluding personnel for the protection and maintenance of buildings).
4. Agree with the proposal of the Ministry of Education and Science of the Russian Federation to locate the office of the Federal Agency for Science and Innovation in Moscow, st. Tverskaya, 11, building 1.
5. To recognize as invalid the resolution of the Government of the Russian Federation of April 6, 2004 N 167 "Questions of the Federal Agency for Science" (Collected Legislation of the Russian Federation, 2004, N 15, Art. 1459).

1. The Federal Agency for Science and Innovation (Rosnauka) is a federal executive body that carries out the functions of implementing state policy, providing state services, managing state property in the field of scientific, scientific, technical and innovative activities, including the activities of federal centers of science and high technologies, state scientific centers, unique scientific stands and installations, federal centers for collective use, leading scientific schools, a new generation national research computer network and information support for scientific, scientific, technical and innovative activities.
3. The Federal Agency for Science and Innovation is guided in its activities by the Constitution of the Russian Federation, federal constitutional laws, federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation, international treaties of the Russian Federation, regulatory legal acts Of the Ministry of Education and Science of the Russian Federation, as well as these Regulations.
4. 5. Federal Agency for Science and Innovation:

5.3. organizes the development of forecasts for the development of the scientific, scientific, technical and innovation spheres, markets for high technology products and services, expertise and preparation of conclusions on projects of federal target programs, intersectoral and interstate scientific, technical and innovation programs;
5.4. issues permits to foreign and Russian applicants to conduct sea scientific research in internal sea \u200b\u200bwaters and the territorial sea of \u200b\u200bthe Russian Federation, in its exclusive economic zone and on its continental shelf;
5.5. leads:
5.5.1. a unified register of the results of research, development and technological work for civil purposes, carried out at the expense of funds federal budget;
5.5.2. register of sectoral and inter-sectoral funds for financing research and development work;
5.6. carries out in the prescribed manner on behalf of the Russian Federation the disposal of the rights to objects intellectual property and other scientific and technical results created at the expense of the federal budget by order of the Agency;
5.7. in accordance with the established procedure, provides financing for the purchase of samples of devices, equipment, components, scientific and technical literature and licenses;
5.8. carries out an economic analysis of the activities of subordinate state unitary enterprises and approves the economic indicators of their activities, conducts inspections of financial and economic activities and the use of the property complex in subordinate organizations;
5.9. performs the functions of a state customer of federal targeted scientific, technical and innovative programs and projects in the established field of activity;
5.10. interacts in accordance with the established procedure with state authorities of foreign states and international organizations on issues of the established scope of activity;
5.11. receives citizens, ensures timely and full consideration of oral and written applications of citizens, making decisions on them and sending responses to applicants within the time period established by the legislation of the Russian Federation;
5.13. carries out mobilization preparation of the Agency, as well as control and coordination of activities of subordinate organizations for mobilization preparation;
5.14. organizes vocational training employees of the Agency, their retraining, professional development and training;
5.15. carries out, in accordance with the legislation of the Russian Federation, work on the acquisition, storage, accounting and use of archival documents related to the activities of the Agency;
5.16. performs the functions of the main manager and recipient of the federal budget funds provided for the maintenance of the Agency and the implementation of the functions assigned to the Agency;
5.17. organizes congresses, conferences, seminars, exhibitions and other events in the established field of activity;

7. 9.8. on the basis of and in pursuance of the Constitution of the Russian Federation, federal constitutional laws, federal laws, acts of the President of the Russian Federation, the Government of the Russian Federation and the Ministry of Education and Science of the Russian Federation, within its competence, issues orders on issues related to the scope of the Agency, as well as on issues organization of the internal work of the Agency.
10. Financing of expenses for the maintenance of the Federal Agency for Science and Innovation is carried out at the expense of funds provided in the federal budget.
