About the university

The Ural Institute of the State Fire Service EMERCOM of Russia is one of the oldest educational institutions in the field of protecting the population and territories, counting its history since 1929.

The Ural Institute of State Fire Service is the only educational institution of the EMERCOM of Russia located in the Asian part of the country; on its basis, a regional branch educational center is being organized for advanced training and retraining of the leadership of the EMERCOM of Russia, managers and specialists in the field of fire safety of the Volga-Ural, Siberian and Far Eastern regional centers.

On the territory of the institute, there are buildings for a training fire station, dormitory buildings, a sports arena, an open training tower, a medical unit with an isolator, a heat-smoke chamber and other life support facilities of the institute.

At a distance of 30 km, there is a suburban training and sports center, and in the village of Koltsovo there is the second training ground of the institute, where all the conditions for training and living of cadets are created.

The Institute has 11 lecture rooms and 36 classrooms, 38 special rooms, 5 laboratories, a shooting range for 5 directions, a club for 650 seats, 4 sports facilities.

The Institute annually takes part in regional specialized exhibitions dedicated to the problems of ensuring fire safety, where the Institute's exposition has been awarded several times.

For scientific research, the institute takes part in solving problems determined by the plan of research and development work of the ministry and maintains scientific and technical ties with the Center strategic research Russian Emergency Situations Ministry.

Many of the Institute's employees are highly qualified specialists who have received government awards for courage and heroism in the performance of their official duty. The staff of the institute is proud of its graduates who have received high titles for the performance of their official duty.

Retired Major General Telyatnikov Leonid Petrovich was awarded the title of Hero for the elimination of the consequences of the accident at the Chernobyl nuclear power plant Soviet Union... The rituals of taking the Oath are held annually, the deployment of the guard of the training fire department in the combat crew of the Yekaterinburg garrison of the fire brigade, the release of young lieutenants, which are held in a solemn atmosphere in the presence of the leadership of the Ministry, parents and friends of the cadets.

The institute actively uses the spiritual and moral potential of public formations of service and combat training units, aimed at stimulating cadets to moral self-improvement, striving for a positive moral ideal.

Children come to the walls of an educational institution from cities and towns, villages, and they all have one thing in common - the desire to study here and master a noble profession. Employees and members of the admissions committee study applicants comprehensively, after successful completion entrance examinations applicants become cadets, because in addition to their studies, their whole life will be completely independent, they will now do everything themselves. The brass band and the combined choir of the institute carry out work on the musical support of various kinds of events both on the territory of the educational institution and outside it.

For the moral and aesthetic education of cadets, choreographic groups work - "Angels of Fire", " A virtual reality"," Fairy Tale Ballet "and ballroom dance studio.

In the future, it is planned to create a circle of artistic words from among the staff and cadets of the educational institution.

Created and functioning on the basis of the institute, creative teams contribute to the moral and aesthetic education of cadets and the younger generation, promoting the prestige of the educational institution and the characteristics of service in the Ministry of Emergencies of Russia. All creative groups of amateur performances have a sufficient artistic level to carry out work on the formation of high moral and aesthetic tastes in introducing personnel to the world of art.

The library fund of the institute is 141,227 copies of printed publications. There are 44 copies of documents for one student of the institute. The main fund of the library is educational, methodological and normative literature in the specialty - Fire safety.

The pride of the institute is not only the education of firefighting professionals, but also sports traditions. Olympic champions - honored masters of sports in biathlon Yu. Kashkarov, A. Introduction

Any delay in the route or a sudden failure of any vehicle system at the scene of a fire can lead to significant losses, and in some cases to human casualties. Therefore, the requirements for combat readiness and operational mobility of modern aircraft are constantly increasing.

The posts of the TO ~ 2 and repair zones are equipped with inspection ditches, lifts of various types and purposes. When distributing maintenance posts, it should be borne in mind that universal posts and posts for engine repairs should be located on inspection ditches,

posts for the repair of transmission units, brakes, steering, axles and suspensions on lifts.

Dead-end and direct-flow posts are equipped with ditches. The arrangement of ditches depends on the design of the vehicle, technological equipment and the purpose of posts. The length of the ditch must be at least the length of the vehicle. The depth of the ditch, taking into account the vehicle's ground clearance, should be 1.2-1.3 m. The width of narrow ditches is no more than 0.9 m with reinforced concrete flanges and 1.1 m - with metal ones (Appendix 8). Narrow ditches, with the simplicity of the device, are versatile, i.e. suitable for all brands of fire fighting vehicles. Ditches should have an entrance with stepped stairs located outside the working area of \u200b\u200bthe ditch.

Narrow parallel ditches are connected by an open trench or tunnel. The width of the trench (tunnel) can be 1 ... 2 m. Low-voltage (up to 12 V) lamps are installed in the niches of the ditch walls. Ditches should be ventilated and heated with warm air. To remove the exhaust gases, the ditches must have special exhaust devices. Depending on the purpose, the ditches are equipped with lifting devices (ditch lifts), mobile funnels for draining used oil and devices for filling with oil, lubricants, water and air.

The sections on the plan of the production building are placed so that the repaired units and bulky parts can be mixed along the shortest path.

Premises, technologically connected with TO-2, are located near the posts of TO-2. Premises for performing aggregate mechanical, welded, bodywork and painting works, as well as warehouses for spare parts, units and materials, are brought closer to repair posts.

It is advisable to locate the test site next to the engine repair * tool-distributing storeroom - with a locksmith-mechanical site. Areas where large amounts of water are required are best concentrated in one place.

In accordance with fire safety requirements, flammable areas (welding, forging, etc.) are recommended to be located in groups at the outer walls and isolated from other rooms with fire-resistant walls.

Areas with flammable industries (wallpaper, painting) must not be located near flammable areas.

When drawing the layout plan of the production building using the accepted conventions, the designations show the overall dimensions of the buildings, the span width and the pitch of the columns, walls, partitions

boundaries between sites, lifting vehicles, etc. All elements of the building are shown in accordance with the accepted conventions shown in the table in Appendix 10.

The technological planning of the equipment of the sites is carried out on the basis of the layout plan. This layout shall show the building elements of the building "influencing the arrangement of equipment, the location of workers, the places of supply of electricity, water, compressed air, etc. The number of main equipment is established according to the timesheet in accordance with Appendix 4. On June 9, 1928, on the basis of the Decree of the Council of People's Commissars of the RSFSR, the Sverdlovsk Regional Executive Committee (Protocol No. 115, clause 27) made a decision to organize in the city of Sverdlovsk the Ural regional fire-technical courses for the training of middle commanding personnel of the fire brigade.

In April 1929, the Ural regional fire-technical courses began their work.

In August 1932, the courses were reorganized into the Ural regional fire-technical school of the middle commanding staff of the city fire brigade.

In 1935, the regional school was reorganized into an inter-regional school of the middle commanding staff of the State Defense Committee of the NKVD.

In October 1939, in accordance with the order of the NKVD of the USSR No. 001203 of October 8, 1939, the school was transformed into the All-Union school of the middle commanding staff of the city fire brigade of the NKVD of the USSR.

Civil Protection Academy
