The international information group "Interfax" presented the results of the leaders of the VII annual National Ranking of Universities at the end of 2015/2016 school year by parameters " Educational activities"and" Brand of the University ".
The brand of the Moscow State University named after M.V. Lomonosov. It is followed by the St. Petersburg state University and National research university High School of Economics.
The top ten also included the National Research University MIPT, National Research Nuclear University MEPhI, Uralsk federal university named after the first President of Russia B.N. Yeltsin and the Novosibirsk National Research State University.
Eighth and ninth places were taken Russian academy national economy and public service under the President and St. Petersburg politechnical University Peter the Great.
Kazan Federal University closes the top ten.
The experts reviewed 238 universities according to criteria such as selection of elites, communication with target audiences, media activity, perception of university research by the international scientific community, etc.
A special project of the Interfax Group was launched in 2009. Its goal is to develop new mechanisms for an independent assessment system russian universities.

Top rated universities in Russia
The top 100 higher educational institutions in Russia in 2016, 2017 and 2018 are built in the ranking list based on the analysis of three parameters. The first assesses the quality of educational services, the second is the demand for graduates in the labor market, the third is the scientific work of the university.
Two other Moscow universities from the top 10 show stable results: the Higher School of Economics and MGIMO, slightly losing ground to the Moscow State Technical University named after N.E. Bauman. In general, the prestige of Moscow is supported by at least 30 metropolitan universities, institutes and academies.

The British edition of Times Higher Education (THE) has published the next ranking of the best universities in the world - World University Rankings 2016-2017. THE is one of the largest international studies academic reputation and covers more than ten thousand educational institutions around the world.
The level of achievement of universities is assessed based on the results of a combination of statistical analysis of their activities, audited data, as well as the results of an annual global expert survey of representatives of the international academic community and employers who express their views on universities. The analysis of the activities of educational institutions consists of 13 indicators. The main assessment criteria are international student and teaching mobility, the number of international scholarship programs, the level scientific research, contribution to innovation, citations scientific works, the level of educational services, and so on.
This year, 980 educational institutions were ranked. The first place in the ranking was taken by the University of Oxford (UK). Further in the top ten: California Institute of Technology (USA), Stanford University (USA), Cambridge university (UK), Massachusetts Institute of Technology (USA), Harvard University (USA), Princeton University (USA), Imperial College London (UK), Swiss Federal Institute of Technology in Zurich (Switzerland), University of California Berkeley (USA).
The United States of America continues to dominate, but this year it continues to lose ground. For the first time in the 12-year history of the ranking, a European university (British Oxford University) took first place, and thus the United States lost its status as the state where the best university in the world is located. The Swiss Federal Institute of Technology in Zurich also strengthened its position in the TOP-10, being in ninth place for the second year in a row. Last year, this university became the first non-Anglo-American institution to be included in the top ten universities in the world over the past ten years. Among the representatives of Europe top scores showed Germany thanks to its institutions that carry out influential research. Of the 41 universities in Germany included in the ranking, 22 universities were in the TOP-200 and nine - in the TOP-100. Also, all 13 leading Dutch universities, actively engaged in scientific research, entered the TOP-200, and this is the first time this elite group has entered this elite group.
At the same time, European universities show a mixed picture in the ranking, increasingly yielding positions under the growing onslaught of Asia, which is showing real and steady growth in the ranking. The current ranking includes 290 Asian universities from 24 countries, and an elite group of 19 universities hit the TOP-200, while six European universities dropped out of the TOP-200. Peking University of China joined the TOP-30, ranking 29th (up from 42nd last year). Five out of six representatives of Hong Kong entered the TOP-200, which is more than all other representatives of the Asian region. South Korea has also made great strides. National University of Singapore, the best university in Asia, is in a record 24th place. Interestingly, many of the developing countries in the rankings are looking to follow in the footsteps of their Asian counterparts and build premier universities that can rival the best in the world.
This year's expanded ranking of universities in the world includes 24 Russian universities, 11 of which were included in the ranking for the first time. The leader among Russian universities remains the Lomonosov Moscow State University (MSU), which took 188th place in the global ranking. Russia this year took 24th place in the expanded list of the best universities in the world. The leading University of Russia - Lomonosov Moscow State University - remains in the TOP-200 at the 188th place, and the Moscow Institute of Physics and Technology has risen to the level of 301–350. It is also nice to see how ITMO University and the Higher School of Economics make their debut on the list - at levels 351–400 and 401–500, respectively.

National University Rankings - 2016: there is something to strive for
In modern realities, higher education ceases to be an intrinsic value, becoming an object of multi-level communication. The applicant, the employer, the scientific community, and finally, the state - each of the participants in this communication has its own interests and tasks. The creation of the National Ranking of Universities (NRU), an independent analytical project aimed at making a system higher education flexible, efficient and evolving according to international standards.
International context
The trend towards globalization that swept the economy and political systems touched higher education in 1999, when the Bologna Declaration was signed. This marked the beginning of the process of creating the European Higher Education Area (EHEA).
The main principles of the declaration: transparency and comparability - formed the basis for modernization: the levels of higher education in all countries were to become as similar as possible, and the scientific degrees issued based on the results of education - equivalent. In practice, this was expressed in a modular training system, special supplements to the diploma, etc.
Russia joined the Bologna Process in 2003, a couple of years later Ukraine joined it, in 2010 - Kazakhstan, and in 2015 - Belarus.
The process launched by the international community demanded internal differentiation. As a result, international university rankings began to appear. The first was The Times Higher Education, followed by the rankings created by the Quacquarelli Symonds (QS) agency. The Times rankings are based on research volume and income, number of publications and citation levels, and international faculty and students. In the QS version, the emphasis is on academic reputation, citation of teachers, the reputation of the university among employers, the number of foreign teachers and students. The Academic Ranking of World Universities closes the top three rankings. It takes into account alumni and employees - laureates Nobel Prize and the Fields Awards, faculty and researchers with the highest citation rates, overall citation indices and citation rates per employee, and the number of publications in Nature and Science.
At the moment, the number of international ratings has exceeded 50. All of them differ in varying degrees of objectivity and volume of criteria. In Russia, an objective assessment is possible thanks to the National University Ranking.

Russian realities
For the first time, the need for a public assessment of the quality of education and the formation of university ratings in Russia was discussed in the 2000s. At this time, there was a realization that for sustainable economic development of the country it is necessary to invest in human resources, which means that a competitive and flexible education system is needed.
The first reformers appeared in the academic environment, in the public administration of education, professional communities began to emerge that tried to find mechanisms to influence universities and the educational system as a whole.
In 2001, the Ministry of Education and Science of the Russian Federation initiated the development of a methodology for rating universities by order No. 631 of February 26, 2001 "On the rating of higher educational institutions." Despite its innovativeness, this rating was focused on the educational side of the process and quantitative data on the performance of universities and only slightly took into account the interests of employers, professional communities, applicants and students.
The latter tried to partially compensate for the National Accreditation Agency (NAA), which carried out a large-scale work to collect data on the activities of universities, including taking into account the indicators of the demand for graduates in the labor market and the presence of employer reviews.
Among other significant projects of that time, the table of leagues of Russian universities, compiled by public organization “Business of Russia”, as well as several dozen ratings prepared and published by the specialized agency “ReitOR”.
Almost a decade later, the criteria were finally formulated by which the rating should be made: the assessment should be independent (carried out by a specialized non-profit organization), the results should be publicly available so that applicants, employers and federal authorities can use them when making decisions education. In fact, it was necessary to form a link between the answers to the questions "where to go to study?", "Where to invite specialists to work?", "In which educational and research institutions and organizations to invest funds more efficiently?"
In 2009, as a result of competitive procedures, Inform-Invest CJSC (a subsidiary of Interfax) signed a state contract with Federal Agency on education of the Russian Federation on the development of the foundations of an independent assessment system and formation of ratings of Russian universities Practice has shown that the undertaking was successful, and the proposed assessment methodology was effective and flexible.
Goals and objectives of the National Ranking
The global goal of the project is to modernize the higher education system in accordance with the requirements of the present, creating reliable mechanisms for regulation and quality assessment within this system - both in terms of the competencies acquired by graduates and in the field of innovations, research and social services provided by universities.
The project stimulates competition between universities, which generally affects the increase of their competitiveness in the global educational and research space.
As the main tasks, the rating solves not only image issues (increases the prestige of the national educational system), but also information issues: it stimulates the information openness of universities, encourages the development of communication between universities and the target audience, and provides employers with information about the training and qualifications of graduates. And besides, it helps to develop the brands of the university (this category of assessment appeared in the NRU in recent times, the first ratings did not contain it) and assess the value of the university's intangible assets, the level of commercialization of its developments.

NRU - 2016
The total number of universities participating in the 2016 ranking is 238: this number includes 2 national universities; 10 federal universities; 29 national research universities; 11 flagship universities; 66 classical universities (including 1 private); 57 technical and technological universities (including architectural and construction, transport, mining and 1 non-state); eleven economic universities (including 2 non-governmental); 24 agricultural universities; 10 pedagogical and linguistic universities; 13 medical universities.
Higher education institutions were assessed in the following categories: education, research, socialization (social environment), internationalization, entrepreneurship and innovation. The assessment was carried out on the basis of questionnaires sent by universities, as well as on the results of materials published on the websites of universities, and data from the latest monitoring of the Ministry of Education and Science of the Russian Federation.
The three leaders in the Education category are Moscow State University named after M.V. Lomonosov Moscow State University, Moscow State Technical University named after N.E. Bauman (MSTU) and Novosibirsk National Research State University (NSU). The latter two have pushed aside the Moscow National Research Institute of Physics and Technology (MIPT) and the National Research University Higher School of Economics (NRU HSE), which last year ranked second and third.
The best research centers were recognized as Moscow State University, NRNU MEPhI and MIPT. But the Novosibirsk National Research State University (NSU) this year lost its positions in the top 3, dropping to 4th place.
It should be noted that this year the assessment methodology in the research category has undergone changes: a 1000-point system was introduced instead of a 10-point one, and the rating itself is formed on the basis of 8 particular indicators, which include an assessment of the range of educational programs implemented by the university, the university's contribution to the formation of the country's scientific and educational elite, the level of organization of high-performance computing and computer modeling, scientific productivity, the level of development of computer technologies and their application in research activities, etc.
MOSCOW, December 15 - RIA Novosti. The national rating of Russian universities, which shows their relevance on the part of the Russian economy, was presented on Thursday, December 15 by the project "Social Navigator" MIA "Russia Today".
The study included 446 universities from 82 regions of the country. The assessment of universities was carried out according to such criteria as the demand for trained specialists by employers, the commercialization of the intellectual product produced by the university, as well as the demand for a research product (methodology).
The ranking of the demand for universities included state, departmental, municipal and private universities that trained personnel in basic and additional programs higher education. Among them - 132 engineering universities, 89 classical universities, 57 agricultural universities, 53 universities from the field of management, 68 humanitarian universities and 47 medical universities. The study did not include branches, higher spiritual educational establishments, universities of the sphere of culture and military profile.
Among engineering universities ( technical universities), which are most widely represented in this study, the National Research Nuclear University MEPhI is in the lead. The second line of the ranking is occupied by the St. Petersburg National Research University information technologies, mechanics and optics. The third place is taken by the Samara State Technical University.
The leader of the ranking among classical universities, as in the previous year, became the Moscow State University named after M.V. Lomonosov. The second place is taken by the National Research Tomsk State University, which took the third position last year. The Ural Federal University named after the first President of Russia B.N. Yeltsin, who, compared to last year, rose by 5 positions at once.
Stavropol State Agrarian University and Kuban State Agrarian University are leading in the nomination "agricultural universities", as in the previous year.
Among the universities of economic, financial and legal profile, the leaders in terms of demand were the Russian School of Economics, the Moscow Higher School of Social and Economic Sciences, International University nature, society and man "Dubna". The National Research University Higher School of Economics has left the top three, moving down to fourth place.
The first places among humanitarian (pedagogical and philological) universities were taken by the Moscow State Psychological and Pedagogical University, the Moscow City Pedagogical University and the Orthodox St. Tikhon University for the Humanities.
In nomination " medical universities"the leaders are the IM Sechenov First Moscow State Medical University, the Nizhny Novgorod State Medical Academy and the Siberian State Medical University.
According to Natalya Tyurina, the head of the project "Social Navigator" MIA "Russia Today", this study is of great interest not only among employers, but also among Russian applicants who are building their own educational choice understanding where they will work after graduation. “When making their choice in favor of this or that university, in the first place they put not so much the brand of the university as the opportunity to get a profession in demand,” she said, adding that this explains the success of this ranking, which was first presented by “Social Navigator "last year, and immediately demonstrated extremely high readability.
As the expert noted, the study showed that at present in the Russian regions one can get no less demanded education than in the capital. At the same time, according to Natalya Tyurina, in modern conditions, universities need, on the one hand, to maximally turn towards the labor market and the employer, and, on the other, to build serious career guidance work with high school students.
As the results of this study have shown, agricultural universities of the country are in the lead in terms of the ratio of "the proportion of graduates who received a job placement" - more than 70% of graduates are assigned to work. The least demanded by employers are graduates of universities in the sphere of management (on average, about 25%).
According to the indicator "the share of funds in the university budget from scientific research", as one would expect, engineering universities of the country are in the lead. The share of their income from the commercialization of intellectual products is on average about 17% of the budgets of universities, while agricultural and medical universities receive no more than 8% of the income.
If we consider the "index of citation of the works of the organization's employees," then the gap between different types of universities is not so obvious: the maximum indicators are in classical universities (13.52%), and the minimum - in humanitarian ones (9.62%).
Experts believe that such a tripartite assessment shows service consumers high school, what are the chances of getting training that ensures competitiveness in the labor market, and also demonstrates the effectiveness of attracting the university to solving the problems of developing organizations, sectors of the economy and territories.
Scientific director of the Volga branch of the Federal Institute for the Development of Education, scientific director of this study, Efim Kogan, commenting on the results of the ranking, expressed the opinion that the connection of higher education with enterprises in modern conditions of a market economy is possible only if there is market behavior of the universities themselves.
“In reality, this is not happening: universities do not see themselves as full-fledged market agents and business entities,” he told RIA Novosti, adding that universities do not have their own infrastructure capable of professionally interacting with enterprises and government bodies management. In his opinion, universities are inertly involved in municipal and regional construction, are poorly immersed in the social, economic and cultural structures of their regions.
At the same time, according to Efim Kogan, universities are the unification of the intellectual resource of territories, and effective use of this resource would benefit everyone. "On the one hand, universities would have additional income, and on the other, they would form intellectual products that change the economy, production and technology," the expert emphasized.
