Lumps in the army. Federal Lezgin National Cultural Autonomy

Now in the top of LJ there is a record with the same name - "Dagi in the Army". Racially correct record, quite naturally soared to the first places, because people love hot things about the Caucasus. The post contains photographs of natives of the North Caucasian republics and their comments in one of the groups in Odnoklassniki.
90% of the photos are like this

With comments like this:
when the court arrived I was alone and 70 Russians they looked at me like an idiot after I fucked * a jar one after that we live according to my concept here came the 2nd dagov live like in paradise.

There are also such pictures

So let's talk about why everything is so interesting.

1. Not so long ago I did a separate article about discipline in the army ten years ago and today (). Read it carefully again.
What is the most common behavior of Dag ™ in the army? That's right: giving up on orders, doing nothing. And on occasion, you can strain your colleague.
Why are dagam ™ allowed? Because for a long time in the army the officers cultivated the principle "not to wash dirty linen in public." After all, the senior commander won't pat him on the head for “you can't handle some soldier”. In order to bring discipline to the guardhouse, to send insolent soldiers to the disciplinary battalion. And this "well, well, well!" This is a threat to his career: he will not be promoted. This is a threat to his pocket: they will not give a prize. And it happened that we had the division of the officer corps into two sides: on the one the commanders from the platoon to the company / battalion, and on the other from the battalion and above. The first want them to have discipline in the departments, because its absence interferes with work, and the second want their career to go smoothly without a hitch. No, the understanding that discipline is also needed by the latter, therefore, they are sent to the lip, and to the disbat, but ... carefully and little by little, so that the entrusted military unit does not look like a bunch of offenders. Here are the dags ™ about the landings in the same group on Odnoklassniki write:

And they calmly note that "we are outrageous, while we do not care"

As a result, over the decades of cultivating among the officers of the cult "not to wash dirty linen in public" there have been amazing changes in the behavior of people with stars on their epaulets. As long as he is in command of a platoon and a company, and a battalion as well - with all his heart for the arrests, plantings and harsh restoration of order! But the years pass, the position grows and already, being in high ranks, the officer completely forgets about his wishes and diligently pretends that the problems of the senior officer under him are only problems of the senior officer. And they refuse to help him, not letting him put things in order, because his shirt is closer to the body of the career is more expensive. As they say, mice cried, injected, but chewed on the cactus.
This ostrich principle has led to the fact that the problem has already become visible to the entire society. She even became familiar.
And it was so clear that the officers themselves could not solve the problem that they decided to help them and, with an unspoken political instruction, reshaped the call from the republics of the North Caucasus. Since the spring of 2011, recruits from the same Dagestan no longer end up in the troops of the Ministry of Defense, but go only to the Ministry of Emergencies and Internal Troops of the Ministry of Internal Affairs. But that's bad luck, Dagi ™ live not only in Dagestan, but also in the same Stavropol Territory. Let it be much less, but still they get into the army. And now they came up with new way to serve: they are registered somewhere in the central Black Earth region just to be called up for service.
So, comrade officers, maybe it’s enough to chew the usual cactus, and, finally, spit it out and begin to impose discipline by landing in the guardhouse and in the dispatcher battalion? With no regard for accountability, careers, and inconveniences in front of high bosses? Well, isn't it an obvious thing that at first there will be a lot of landings, of course, but then they will quickly decline, because violators of discipline will know about the inevitability of punishment, which is not there now, and are afraid? Themselves dagi ™ write that there is nothing worse than disbat

2. Let's take a look at the photo with a crib a la dembel train. Or with lettering foam on the back. Tell me, dear readers, why "train locomotives", they are four soldiers, did not refuse to wear "passenger compartment"? Okay, if this is an old photo, when little was known about the prosecutor's office, but now what's the problem?
Let me remind you of my recent article on hazing and hazing () for a start. Read it carefully again. Over the past few years, a conscript soldier has every opportunity to apply to the military prosecutor's office with a statement against the offender. And some people use it, see the screenshot with the story above

Why doesn't everyone do that? Why don't they go to the prosecutor's office? Do you like to endure humiliation? A kind of masochism? Well, no, I don't like it. But there is a great principle: "knock zapadlo". "Not like a kid." Accordingly, we conclude that to wear a crib with a dag ™ like a kid ?!
"Yes, you are a hero, soldier! To drag you, not to drag!" ...
Maybe, well, him in the bathhouse such "heroism", will we begin to live according to the law? And will the native state begin to educate schoolchildren on the methods of legal protection in the army during OBZh lessons in schools? And parents can not raise their children with mattresses, blow away dust particles, but educate moral qualities. Men's.
And I have a question for our valiant human rights organizations. Could you explain, so concerned about the rights of citizens, why you distribute tons of literature, how not to join the army, but you do not explain to those who do go, how to build relationships in a team, what the prosecutor's office is, how to competently contact it case of problems? But we cherish mattress: "If there are problems, I ran away from the unit, then come to us, kind and good human rights activists, mothers! Go, little one, under your skirt! We'll scold them!" Yes, kid, don't go to the prosecutor's office, but to your aunts. And it doesn't matter that the aunts end up going to the same prosecutor's office, the main thing is that you will be relieved of the need to accept independent decisions, mattress!

3. The topic-starter has almost 700 comments in the blog, but why from this crowd of commentators groaning about the dominance of dagov ™, I was the only one who asked for links to the pages of the authors, so everyone did not like the photos? Don't you, several hundred people, really want to jail at least one of those who are clearly breaking the law in the photo? Look for how you can squeeze it? Or is it easier to knock on the keyboard with sweaty fingers, get outraged and do nothing in the end? But with these fingers you can find dirt on the authors, and even send it to the Main Military Prosecutor's Office http://gvp.gov.ru/recept/go/? You don't even need to get up from the chair, and the answer about the measures taken will simply be necessary. Hey, heroes of the fight against the Caucasus on the Internet, where are your addresses?

And finally. As I have already said, most of the photographs are absolutely harmless (see the first photo), and, judging by the form, they were taken before the spring of 2011 (and "before" is a loose concept, maybe 2005). Enraged comments in which proud horsemen flaunt in front of each other, who is cooler. Some of them are empty bravado, which is what one of the dagos ™ in the discussion says

But the nth part is well founded. Want to knock her out from under their feet? The three points above are for your attention.

Compatriots from the Caucasus stand apart - “Caucasians” in the terminology of the Soviet army. In our time, in the troops they are usually united by the common name "Dagestanis" or "Dagi". It is fundamentally important that people from the Caucasus unite under any conditions and can even organize a rebuff to their grandfathers, as well as to the actual and official leaders of the unit. Moreover, the Caucasians are united not only within the framework of one unit, but also for the entire unit as a whole. At the same time, in any conditions they rush to help their own people, which is a manifestation of the national mentality (you can read more about it in the chapter "Army in the Caucasus").

With a small number, Caucasians are relatively harmless, at least they do not violate the unity of the collective, do not destroy the existing hierarchy of hazing or hazing. The grandfathers fear them, and keep them at some distance, or include them among the privileged members of the unit. In any case, whether they are among the elite or are simply left to themselves, Caucasians are distinguished by excessive and often senseless cruelty towards others. They have only two psychological models of behavior: they either recognize others above themselves in status, or below; In principle, they do not regard representatives of other nationalities as equals.

When there are too many Caucasians in the unit, the situation is completely out of control. Caucasians completely subjugate bullying, ceasing to keep relative neutrality with their grandfathers, and inflict a serious blow on the bullying, introducing their excessive cruelty into relations in the unit. Needless to say, they completely replace grandfathers in the worst sense of the word and turn the young into personal slaves. And if, under bullying, such slavery is based largely on a voluntary beginning, on the understanding that the oppression will pass with the term of service, then with the dominance of some Caucasians, all representatives of other nationalities are doomed to a subordinate position until the very end of the service. Thus, inequality takes on especially striking forms, without the admixture of social justice, when respect comes with the term of service.

It comes to the point that the officers themselves treat the Caucasians with fear, shun them and do not take any measures to restore order. In the army, a strong belief has developed that a Caucasian is capable of any extreme, including the elementary stab of an offender, regardless of his status. This conviction did not arise out of nowhere, it is associated with the general "recklessness" in the extreme situation of Caucasians, especially Chechens. They simply blow away the roof, and they cease to be guided by reason, completely surrendering to the instincts of a fighter. So Slavic patience is not typical of the Caucasians in principle, and they turn out to be foreign inclusions in the basically Slavic army.

The only control over the Caucasians can be found only if the unit has a Caucasian grandfather, a contract soldier or an officer who will immediately build the most severe hierarchy among his own. Also, among the Caucasians, a strong de facto leader can stand out, who will also build a rigid hierarchy, but it will be even more difficult to introduce him into the official hierarchy than grandfathers.

Now a lot of flattering words are spoken about the white movement and the officers of the times Russian Empirehowever, they forget one interesting moment in the social practice of our feudal ancestors: balanced nationalism. The overwhelming majority of the officers of the Russian Empire were of Slavic nationality, the inclusion of Jews among them was an exceptional phenomenon. There were special qualifications in educational institutions on a national basis, moreover, these qualifications were aimed at limiting penetration into the Slavic schools foreigners, while the Soviet qualification, on the contrary, pursued its goal to place immigrants from the national republics in a privileged position.

But another aspect of the imperial national policy is important for us. From the call to universal conscriptionoperating since 1874, the indigenous peoples (including the Samoyeds) of the Urals and Siberia, the inhabitants of Turkestan, the foreigners of the Trans-Caspian region, the Muslim peoples of the North Caucasus (they paid a tax instead of the service), the inhabitants of Finland (the state itself paid a fixed deduction for them to the treasury Russian Empire). Cossacks, close to Caucasians in spirit, served only in special Cossack troops. And this is not the whole list. Here we can say that, they say, Russian top management did not trust some of the conquered and constantly rebellious Caucasian peoples, but how then to explain the release from conscription of a number of foreigners and Samoyeds? It can only be explained by a historically developed clear understanding that persons who undermine the combat effectiveness russian army, this is not the place. Too much depended on the army at that time (see the chapter "Some Interesting Touches for Organizing the Army of the Russian Empire").

Thus, in the policy of the Russian Empire, which did not take into the army representatives of a number of Caucasian, Asian and Trans-Ural peoples even in the conditions of universal military service, there was a sober calculation and a balanced national policy. Now all this is gone, and the army personnel officers are forced to proceed from the officially accepted ideological postulate of the need to create all conditions for the national republics to the detriment of national Russian interests. The same people as Russians with a special mentality, according to the official position of those in power, do not exist in our country. In this respect, the government continues the policy of the USSR, which in part led to its defeat in the Cold War.

Caucasians in the army have been a byword since the days of the “Wild Division”. Soviet military leaders could not cope with hot, wayward guys. Only if ten years ago their ethnic identity did not allow them to wash their socks and wash the floors in the barracks, today their religious feelings do not allow them to shave their beards, in accordance with the charter. Interfaith conflict is aggravated by the fact that the military leadership is not in the most convenient position. Administrative Code, according to the new state Duma the law "on the protection of the feelings of believers", suggests supplementing the Criminal Code with an article "for obstructing the exercise of the right to freedom of conscience and religion" and fine for ordinary citizens by 50 thousand rubles, and officials - for 100 thousand rubles. How they collide religious principles servicemen with the army charter, read the material of the "Caucasian Politics" correspondent.

The beard in the army is purely a tribute to tradition. Alexander the Great ordered to shave beards in the army first - the Persians grabbed his soldiers by the beard, which did not have the best effect on the outcome of the battles. Since then, it has become the custom.

In the Russian army, only naval officers are allowed to wear a beard - again by virtue of tradition. Probably because they do not have to participate in hand-to-hand combat.

Shave or not shave, to be or not to be

The head of the KhMAO military enlistment office in the city of Raduzhny, Sergei Rossomakhin, announced the growth of Wahhabi sentiments among recruits from the North Caucasus. He admitted to having numerous problems with them during military service... According to Rossomakhin, he received instructions not to enlist the natives of the North Caucasus and Muscovites into the army.

“Open disobedience to the orders of commanders, the imposition of national customs that contradict the charter, refusal to be examined at the PND and to undergo a surgeon. The soldiers refuse to shave because they consider themselves to be true Muslims. In addition to this, the majority of young people (from the Caucasus) are susceptible to the ideas of Wahhabism, "Sergei Rossomakhin, head of the department of the military commissariat of the Khanty-Mansi Autonomous Okrug-Ugra in the city of Raduzhny, told the Surgutskaya Tribuna newspaper.

For the first time such a statement was made three years ago. Military commissar Chelyabinsk region Nikolai Zakharov said that he would not "call" Caucasians. Similar measures ostensibly to reduce ethnic tensions in the army, created by conscripts from the North Caucasian republics.

However, the innovation led to the fact that the conscription plan for the remaining regions had to be increased. The "first sign" in 2010 was the statement from April 1 of the military commissariat of Dagestan that the outfit spring call for the republic decreased from 2000-4000 to 400 people To this day there is no accurate and reliable information whether there really is an order from the General Staff, but the problem of national conflicts in the army has been standing for a long time and not only because of appearance... Violation of the carrying regime military service, according to the military regulations, there is also a five-time prayer, which includes a loud call to prayer - adhan, regarded by the commanders as giving a voice signal at an inopportune time.

I want to serve, to serve is sick

The North Caucasus, in general, and Dagestan, in particular, has always been distinguished by a high recruitment into the ranks of the Russian army and, if, for example, in the northern or central regions of Russia, conscripts "unfastened" for the opportunity to evade service, then the Dagestanis paid just for the opportunity to get into it. Those who were especially zealous even resorted to unconventional methods. Muslim Abdulaev recalls how four years ago, in order to be drafted into the army, he left for the Voronezh region and registered with his uncle. “When I came to the military registration and enlistment office, the military commissar decided that I was crazy. He was so surprised that he began to persuade him not to join the army. For a long time I could not understand what was happening, I even sent me to a psychiatrist, ”he recalls with a laugh. He went to work in Murmansk, but did not experience any cardinal problems there. As a Navy employee, he was not forbidden to wear beards, and the atmosphere of service on the submarine is different. “Well, I didn't go overboard. I was a Muslim there. I changed cans of canned meat from rations for buckwheat or something else, my colleagues were even happy. But maybe, if I had support, I would also become the right to download, ”says Muslim.

Few are lucky. Few are also ready to bend under the system. Previously, to resolve such conflicts, Russian military leaders proposed mono-ethnic units. However, this, as well as the general refusal to draft the natives of the North Caucasian republics, is only a reason to appeal to the Constitutional Court of Russia. An attempt to solve the problem was made by Dagestani parliamentarians. In light of the new national policy in the army, proposed by Shoigu, 11 deputies from Dagestan wrote an appeal to the new Minister of Defense with a request to increase the draft from the republic in 2013 to 35 thousand people! According to their version, this would allow channeling the energy of young Dagestanis into a peaceful channel.

Attempts to contact the military commissariat of Dagestan and get their explanations in response to the attacks failed "The military commissar gave an order not to give any comments on this matter," said the girl on the other end of the line. “All information is only in response to a written request, the answer will also be given in writing”, but there was no response to the sent fax.

War and Peace

In fact, such conflicts are not unique to the Russian army. Menachem Stern, 29, an Orthodox rabbi from the Crown Heights borough of Brooklyn, is a military priest whose victory over the army routine consists in being allowed to serve without shaving his beard after nearly three years of fighting. According to the charter of the American army, the soldier must also be carefully shaved.

Only the figures are irrefutable, according to official data, this year 153 thousand people will be drafted into the Russian army. Only 300 conscripts will serve from Chechnya, and 800 from Dagestan. Although every year in these republics up to 10 thousand young people are registered for military service.

There are other official data from the Ministry of Defense of the Russian Federation, according to them, the number of crimes in the army is growing, and every fourth crime in the army is associated with violence. And often this violence occurs on ethnic grounds. In the first half of 2012, the number of ordinary crimes in the Russian army for the first time exceeded the number of military ones.

Last year, about 16.5 thousand conscripts from the republics of the North Caucasus were called up, and there are complaints that "their distribution among the troops is uneven." How to make it even? “Soldiers' mothers” demand to send one conscript from the Caucasus to each unit. Parts in Russia are about 16 thousand times, that is, exactly one is exactly what happens. However, sending Caucasians one at a time is also dangerous - what if they will offend, also on ethnic grounds?

We have learned to stop conflicts, but not to solve them, and until we learn this, there will never be reconciliation. The main problem remains the same - the society itself is not ready to make compromises.

Digest

Dagestan continues to be the main news provider for the Russian media. And the Dagestani conscripts continue to be a headache for officers. Sometimes it comes to massive hand-to-hand combat and the capture of entire military units by enraged Caucasians. We talked with our old acquaintance, Dagestan expert and political scientist Magomed Osmanov, about the reason for this acutely social army phenomenon and how to deal with it.

Abandoned youth

- Magomed, what is the reason for the army conflicts?

- Here we need to dig a little - both past years and the latest. Dagestan is a country of warriors and abreks. The war was considered the most worthy pastime in our country. It's in our genetic code... For many years - and quite successfully - we fought the Persians. The raiding system, paying tribute to wealthy lowland neighbors - the same Georgians - was considered a very prestigious occupation in the mountains. And then Russia came to us. After the pacification of the Caucasus, the raiding system was buried and many highlanders saw a lot of advantages in existence under the wing of the White Tsar. Russia has thought out a complex system of government in the multinational republic, minimally infringing on the rights of the mountaineers. And then the citizen Perestroika came to visit us all. And Chechnya flared up after it. During chechen wars Russia has forgotten about Dagestan. She had no time for him. All forces were thrown into the fight against the bloodiest, most underworld and criminal state in the world - free Ichkeria. Chechen fighters, in turn, dreamed of replenishing the ranks of their field detachments with fighters from Dagestan. Still, such a resource is lost! And then in our republic severe unemployment was raging. In fact, it is still high now, but then it was just massive, landslide. Militants from Chechnya promised (and actually gave) a lot of money to recruits, and only for the course of a young fighter in the camp. Like, you’ll practice for three months, and that’s all - take the money, go home, you don’t owe anything to anyone. In reality, it was not so, of course. As you know, militants have an entrance - a ruble, an exit - fifteen, or rather, only on the battlefield.

- How did the recruits' parents look at it? In the mountains, after all, a son will not take a step without the knowledge of his father.

- Well, first of all, everything is not so simple. Parents are sometimes happy to look after their son, teach him wisdom, but in the conditions of degradation of social and economic life, they are forced to plow around the clock in order to bring an extra penny into the house. They leave for work - the son is still asleep. They come - already asleep. Or, on the contrary, he hangs out with his friends on the street, smokes weed, waits for the ancestors to fall asleep, so that the brains endure less. And then, recruiters, too, blew in their ears that parents - they, of course, are good and love you, but they are already hopelessly behind this life, and now the time has come for a just faith, jihad against the unbelievers, and as the final reward - the gurias and other delights of life. And the young man goes into parallel world... On top of that, experienced militants came from rebellious Chechnya on leave - a sort of Robin Hood from the forest, bearded, fired on, on new foreign cars, crunching bundles of dollars. We called them "fighting cool". But the young people were led to these cool guys, stabbing them with enthusiastic eyes. And often she ran away into the woods. Many returned home "two hundred". Some did not return at all. But they drank a lot of feds blood.

Feeling abandoned by Russia, not only the young, but the whole of Dagestan sympathized with the daring and unexpectedly rich Chechens. In Chechnya, the cult of abrecia, a daring warrior, revived with incredible swiftness. In addition, crazy money was pumped into this Caucasian "black hole" - by the United Arab Emirates, Turkey, the West - by all and sundry. Ichkeria militants showed local youth with all their example: you will be like us, you will be independent and rich! Moreover, with the help of their Arab sponsors, they benefited a couple of villages in Dagestan itself - in Dargin Karamakhi and Chabanmakhi. There, everyone who accepted Wahhabism received a Kamaz as a gift. We have nicknamed them "Kamaz-Wahhabists". It had a colossal propaganda success. The militants boasted of their fearlessness and cruelty, poisoning our youth.

I must admit, this was condoned with might and main local authorities... Then in Makhachkala, at every crossroads, at every clothing market, videotapes were sold in which the militants cut the throats of captured Russian soldiers still alive. The special services working in the republic did not stop this vile trade. Before our very eyes, Dagestan was irretrievably plunging into the abyss of separatism and the dark Middle Ages. It was in such an atmosphere that the youth of that time was brought up. Which we are still trying to clean up. It got to the point that the Dagestani conscripts were no longer taken into the army, seeing in each of them a potential Wahhabite deserter. The military reasoned simply: we will learn it, arm it, and then the regiment will be thrown into Chechnya, and the Dagestani, along with the machine gun, will go to the separatists. This had its own logic. And our tectonic youth in this tectonic time was left idle. Realizing all the danger of the situation, the Kremlin took unprecedented measures - entered into separate negotiations with the hated Basayev and dragged him to Dagestan. They say they just took his children hostage - how else to come to an agreement with such a monster? And he entered there. He did not come as a guest - he came to dictate his terms, with his "Islamic Peacekeeping Brigade". In fact, it was an invasive expeditionary force. In addition to the whip for the youth, a carrot was also prepared in it - more than 500 young men from the Botlikh district received an advance payment of $ 150 each. True, only 17 people came for the rest. They began to suspect that it would not end well, and they were reinsured.

As a result, the mountaineers put up fierce resistance to Basayev. And together with the federal troops they asked to "leave the premises." By the way, the Chekists then let him leave - they sacredly followed the agreements and fulfilled their promises. And I think it was a mistake. It was necessary in the same place, in Dagestan, to bring down this non-human. His children were released, hoping for "understanding", and then he did something: he blew up two planes at Domodedovo, took Nazran ...

During his voyage to Dagestan, an interesting incident occurred - one of the young Dagestanis recruited by him shot seven militants. And he himself died. He was given the Star of the Hero. This example became a landmark for our youth - Dagestan turned away from the warring Chechnya. The situation was then saved.

And the children of "Satan" (as Basayev was called in Russia) died in the bombing of his aul - from a precise bomb hit. All six.

- New time - new songs. Now your youth are actively lured into ISIS (an organization banned in Russia). Many agree ...

- The reasons are the same: unemployment, a complete vacuum of ideology (as in the whole of Russia), the absence of an all-Russian national idea attractive for Dagestanis, a feeling of abandonment of the republic to the mercy of fate and complete isolation from Russia, the complexes of an abrek and a mercenary that have not survived among mountain youth, plus our inescapable and boundless Caucasian greed. The militants knew how to catch the local mountain highlanders. This is a song, not life: I fought for 3-4 months, and you are already a major in a new car. You can dissect along local highways, fan out your fingers, show off in front of the girls, let the dust in your eyes. In the mountains, show-off - especially in youth - is still more expensive than money.

- The reverse side of such a "major" - a bullet in the forehead or a splinter between the eyes.

- But after all, everyone believes that an insurance certificate has been written out straight from Allah. Like, a bullet will catch up with anyone, and I am a conspirator. But since ISIS in Syria was pinched and partially disposed of, many began to return.

"We broke everyone here, we are breaking and will break everyone!"

- Okay, with ISIS it's clear. And why do Dagestanis, from the first days of service in the army, come into conflict with their colleagues?

- Firstly, in our mountains, young people grow up earlier - both psychologically and physiologically. A mountain youth at 18 is like a Russian at 25. It turns out that a boy is going to serve in the army from Russia, and almost a man from Dagestan. And often with a solid base of a combat athlete and a complex of an abrek who descended from his mountains for flat prey. Well, like, where are my sheep? Arriving in the troops, he feels that here he is actually the oldest. In addition, for some reason, Russian youths at this age are notorious for all. Either from late growing up, or life itself pressures them since childhood. Plus female education. In Russia, wherever you spit - everywhere damned women rule: in kindergarten, school, in the family, in power, often at work. Not every woman's pressure will stand. And looking at the pressed ones, the Caucasian wants to be the first, not only in fact, but also in rank. After all, how does any mountaineer work? He longs to be the master of the situation wherever he is. Even if the mountaineer finds himself among the penguins at the North Pole or among the monkeys in Africa, he will also want to be the “pole master” or “the lion king of the savannah and jungle” there. And penguins, macaques and other "sheep" will anneal the lezginka at the click of his fingers. It is not for nothing that they say in our country: "If you make one of two Dagestanis a boss, then there will be three chiefs."

This applies to young people even more. And if a soldier is also physically strong (and in Dagestan there is a cult of strength, all the young people in our country walk with ears broken on the carpet), he also tries to crush the officers - in order to be in the unit a sovereign master. And he blows in the ears of the platoon commander: “Do you want order in the unit - even in your absence? Make me and my fellow countrymen sergeants! Better than us, "Natsiks", no one will put things in order in the unit! I'll build everyone here. " And many officers, who have gone berserk from the "beloved personnel", swallow this profit along with the float. And they fall into the "Dagestan trap".

By the way, this behavior of Caucasians in the army was shown very well in the sensational film "Fan". There, Caucasian karate fighters cajole the officers and bully the company personnel. And then they write home delightful letters: the officers dance to our tune, the soldiers break everyone ... Or even more trenchant: they post on the Internet a photo where one puny Dagestani is filmed against the background of soldiers whose backs are written "Caucasus" or "Dagestan". True, for some reason he does not show the support group from the Caucasian jocks in the frame. This is generally a greyhound beyond good and evil. Such internet revelations should be made public immediately military prosecutor's office... And here the article and the disbat are clearly wrestling. And all this is a direct consequence of the officer's either naive (which is very bad), or indifference to the fate of soldiers (which is generally unacceptable), or a complete lack of discipline in the unit in principle (which is also in no way). After such photos, the part needs to be turned upside down, the officers (and especially the political politicians) ensure that they appear on the carpet before the prosecutor, tearing off their heads and shoulder straps. The French say the best dandruff remedy is the guillotine. So, the best remedy for dandruff, which replaces the brains of the organizers of such photo shoots, is a technical knockout. But it is still better to knock these Augean stables out of bad heads even at the stage of prevention.

- And if the "chiefs of the penguins" run into a Russian soldier-karate?

- Then the next number of the Marlezon ballet begins - plan "B" is included. By the way, he is also well shown in "Fan". Abreks, sensing a real threat, immediately offer a worthy rival to conclude an "unbreakable alliance" against the rest of the personnel: "Come on, Vasya, join us - we will build everyone else in the unit!" And Vasya (not of great intelligence, of course) joins them. And the selfless team begins to bend everyone else together. And messages fly to Dagestan on the Internet: “The whole part is in our hands. We have broken everyone here, we are breaking and we will break everyone! " And then, in the process of endless withdrawal, some kind of emergency happens, and the highlanders unanimously point to Vasya - it is he who is to blame, he incited us!

- But back to our rams. In the sense - to the problems with the Dagestani conscripts. It's clear who is to blame. Question number two - what to do? Don't call them at all?

- In no case. Otherwise, they will continue to rush through our mountains and weights with their tails up, and all this will end with some kind of ISIS. We need to work with them - both here, in Dagestan, and in the army itself.

- Action plan, please ...

- No problem. The army leadership just needs to understand a few things. First. Draftees from Dagestan are a special risk group that requires special treatment. Second. Highlanders from the first days of service should understand that any mockery of soldiers is fraught with criminal prosecution. Whoever did not understand this - to buy a ticket to the disciplinary battalion. Thirdly (I'm already tired of talking about this) - if someone does not understand something, they should be thrown out of the army like a kitten in a window, and not transferred from unit to unit, as is now customary. Nakosyachil - let him fly to his aul ahead of his own screeching. See what happened on Far East, in Belogorye. The Dagestani Abdulkhalidov did not get along in one unit (he could not assert himself), he was transferred to another - instead of being thrown out of the army. And in another he shot three soldiers and an officer at a shooting range. And he went to the local teahouse to drink coffee - with a sense of accomplishment. He was shot, of course, but who will return the soldiers to their mothers? And they would have removed it in time - everyone would be alive. Fourthly, it is time to bring in the military police in order to neutralize people like Abdulkhalidov in time.

"Gai-Gui-Makhachkala" on Kunashir Island

- But we seem to have commandant companies for this ...

-… where clerks and handymen serve. For some reason, this institution is completely discredited among the troops. In internal troopsah, the functions of the military police are partially performed by maroon berets. But in the company there are two or three people, no more, and they also need to serve, and not endlessly bring to life the frail recruits. Over all military units where the Dagestanis serve, the strictest control must be established up to the Supreme Commander-in-Chief. The experience of the capture by the Dagestanis of an entire machine-gun and artillery brigade on the island of Kunashir several years ago should have taught something. By the way, on Kunashir the officers “swallowed all the bait” in an exemplary manner, which the Dagestanis had planted on them. At first, they were led to the songs of the Caucasian sirens ("no one can put things in order better than the Natsiks"), then the highlanders fed them the legend without much difficulty that the Koran does not allow them to wash dishes and scrub army outhouses, having plowed all the other soldiers for this business. After that, they began to go AWOL and fight with local guys at local discos. Got away with it again. Then it went on increasing. Even an attempt to take the service certificate from the local precinct did not bring the officers of the unit out of their lethargic sleep. The quintessence of this orgy was the visit by a local Chechen, who served in the same unit, to his fellow intellectually mutilated, raging in the barracks. I still cannot understand where during all this chaos was the vaunted commandant company of the division? At the sight of a "stranger" drunk in rags on the territory of the unit, an epiphany descended on the officers. In addition, this person clearly sent the officer on duty to the address widely known among the people. With a bullet in the body, the live target rushed in jumps to the checkpoint. After he was hospitalized. And then a riot broke out. The enraged Dagestanis captured a pyramid with weapons in the unit. In Dagestan, such a dashing creativity of the masses is called "Gai-Gui-Makhachkala." The situation was saved only by the local OMON. The commander of the detachment, at his own peril and risk, burst into the territory of the unit and walked through this whole gang like an asphalt roller of justice.
And before that, "Gai-gui" took place in the Far Eastern aviation unit, which was seized by angry Chechens who did not share power with the officers. The situation was settled by the future president of Ichkeria, then still Major General of Aviation Dzhokhar Dudayev. There were enough of them in the Far East - these "gays" and "guys". Only no one drew conclusions.

"Slavyansky Gazavat"

- Unfortunately, after all these riots, a wave of anti-Caucasian boomerang swept through many Far Eastern parts. The local highlanders remembered everything - even something that never happened. Soldiers and officers arranged "wild boar races" and pursuit races for the abreks. Now Dagestanis have fully learned what "happiness is avid and the sky is in diamonds".

Near Novosibirsk, artillery captain Alexei Levy publicly, right on the parade ground, marked four natives of the republic. They even wrote a statement against him to the prosecutor's office. Then, however, they took it back - they themselves had a snout in the fluff for the most not indulge. But the Russian revolt, senseless and merciless, went through the mountaineers. They were not bored, and it didn’t seem a little that there was no “yahshi and comme il faut”, of course. But this wave of righteous anger was even more difficult to stop than on Kunashir.

Know-how

“In addition, there is no need to rush to trust the Dagestanis with weapons. They still have to deserve it. And future officers need to be taught to work with the Caucasian contingent even in military schools - so that they do not find themselves in the position of officers in Kunashir. This is a whole science, by the way. You also need to get acquainted with the creative experience of "stopping" the process of decomposition of the mountaineers in the field. In some parts of the internal troops, for example, they approached the process of "getting rid of dandruff in the heads" creatively. Local maroon berets arrange a "Dagestan carousel" for especially insolent organizers of photo sessions.

- What is this know-how?

- Especially in the framework of combat training and for the good of the case, the "amateur photographer" in full gear goes to the carpet against several experienced fighters. Even if he is a master of sports in wrestling, after five minutes of such a "carousel" around the gym, the picture of the world in his head changes radically. They say it works very convincingly. And most importantly, everyone is safe and sound, all within the framework of the charter.

New " wild division»?

- And finally, the most important thing. We cannot discount the fact that Caucasians are, for the most part, very good warriors. And it's a sin not to use this resource and potential. After all, the "Wild Division" during the First World War was one of the most efficient units on the front. During horse attacks, the mountaineers-horsemen, with their guttural screams and frightening look, terrified the enemies. Dagestanis also want them to have their own "Wild Division" - like Kadyrov's. Ramzan has, handsome Said-Magomed has Kakiyev (they are in Lebanon), and what are we redheads? See how the Chechens fought and are fighting successfully - in Ossetia, and in the Donbass, and in Syria. The military police in Aleppo, for example, are almost entirely recruited from Chechens. But we are not worse! A lot of Dagestanis fought in Afghanistan, many returned with awards. My nephew, for example, served on the BTS, an armored tractor with heavy mine coils. He was wounded several times. Awarded with the order Red Star.

And serving in the "Wild Division" is the dream of any mountaineer. All the delights in one bottle: you realize yourself as a man and get a lot of money for it. Only battalions need to be recruited from fighters of the same nationality - then there will be no bickering and hazing.
And the new owner of Dagestan, Vladimir Vasiliev, will have to resolve this issue. As the others. “It was not me who came to you, it was Russia who came to you,” he said. So, Vladimir Abdualievich, young (and not so) Dagestanis also want to come to Russia. And as part of his Dagestan "Wild Division" to defend its interests on distant lines - like our neighbor Ramzan.

But this is already a topic for another conversation.

AT Soviet army, where, unlike the army of the Russian Empire, everyone was called up, the Caucasians also stood out in the general army of military personnel. Some modern experts, for example, Alexander Khramchikhin, call the Caucasian soldiers in the SA "representatives of problem nationalities." Due to the high birth rate during the period Soviet Union the number of Caucasians in the construction battalion, railway and motorized rifle troops grew, and community groups were added to the usual hazing.

Today the topic of conscripts from the Caucasus, especially from Dagestan, is more relevant than ever, it is one of the hot and always in demand expert and journalistic topics.

If representatives of the rest of Russia are mowing down from the army in all possible ways, then for Caucasian youths service is still considered essential element male culture. I was surprised by one of my acquaintances, Jafar, who had just defended an excellent diploma from the Moscow State Law Academy. Good prospects are opening up before him both in Moscow and at home, but he firmly stated that he wants to go to serve in the Airborne Forces. “The army is an occupation worthy of a man. I want to join the Airborne Forces, because they are elite troops. I have no fears and doubts, "Jafar told me, answering my question whether he was alarmed by the Caucasian phobia that exists in the army," Caucasians are also disliked in Moscow, but this did not prevent me from studying here. "

The birth rate in the republics of the North Caucasus is much higher than in the country, which, combined with the perception of service as part of what is called “being a man” in the Caucasus, leads to a constant increase in the proportion of people from the Caucasus in the ranks of the Russian army.

Caucasians, as even the most skeptical military experts admit, are usually excellent soldiers, they take the service more seriously than colleagues of other nationalities.

But if the Caucasians form a community in the unit, then the unit very quickly loses controllability and, accordingly, combat capability. However, for the sake of fairness, it should be remembered that a few years ago two Dagestani contract soldiers (Sergeant Major Mukhtar Suleimenov and Sergeant Abdula Kurbanov), who served in the border troops, at the cost of their lives, destroyed one of the most famous leaders of Chechen militants Ruslan Gelayev.

AT recent times in the Russian army, several conflicts on ethnic grounds thundered. In 2009, there was an incident in the Baltic Fleet with the participation of Dagestani conscripts - the Dagestanis put the word "KAVKAZ" on the bodies of sailors.

A year later, there was a mass brawl involving natives of the Caucasus in a military unit near Moscow. A similar incident occurred in the Perm Territory, where 120 servicemen from the North Caucasian republics disobeyed the order. In the military town of the Kryazh settlement in Samara region Dagestan demobilization with fellow countrymen staged a raid on the reconnaissance barracks. Two dozen Caucasians beat and robbed 18 conscripts. The Muslim clergy were involved in the resolution of some conflicts.

The number of such episodes can be continued. It got to the point that in March the head of the military prosecutor's office, Sergei Fridinsky, bluntly stated that today in the barracks "national gangs are putting their own order", meaning primarily soldiers from the Caucasus. And in April, the military commissar of the Chelyabinsk region, Nikolai Zakharov, made a sensational statement that now natives of the North Caucasian republics would not be conscripted into the ranks of the Russian army to reduce interethnic tensions in the army. At the same time, the official referred to the corresponding order from the General Staff. Although the Ministry of Defense has publicly dissociated itself from Zakharov's statements, it is clear that the Chelyabinsk military commissar may have reflected echoes of what is being discussed above.

It would be ridiculous to deny interethnic conflicts in the Russian army. And today the question of whether the army can become a tool that forms loyalty among recruits from the North Caucasus is no longer idle, but shouting.

On the one hand, the army is a reflection of what is happening in the state. The conscripts repeat the type of attitude towards Caucasians that already exists - this is either outright Caucasian phobia, or the position "to let everything take its course." As a result, the power vacuum is filled by compatriot communities that cultivate hazing, in which force replaces the law.

How to integrate North Caucasian conscripts? How to clean up the barracks? How to restore the army the reputation of a social elevator that it had for our fathers in the 1950s and 1960s?

Moreover, after military reform 2008 and the reduction of military service to one year, experts predict that the main problem hazing in the army will not be hazing, but the community.

This requires difficult painstaking and tedious work, which alone can overcome the isolation of individual Dagestan, Kabardian, Ingush or Balkarian units. It is clear that the topic of creating mono-ethnic Caucasian formations disappears right away - it will generally question the institution of the army as a mechanism that integrates the inhabitants of one country into a single whole. Quite a lot has also been written about the danger of a riot in such units, even those stationed far from the Caucasus.

It seems to me that two simultaneous areas of work are possible - staffing the army with professional officers and contract soldiers, as well as taking into account the peculiarities of the mentality of different peoples, whose representatives will have to serve together. The experience of the Russian Empire, with all its costs, but the experience, which took into account primarily the confessional (and not the national) aspect, in this case would be invaluable ... in Maikop, it is allowed to visit the Cathedral Mosque in Maikop on Friday to perform collective namaz. An agreement was signed on this between the SAM RA and the KK and the command of these units.
