From the moment of its formation to the present day, the Saratov Military Red Banner Institute of the National Guard of the Russian Federation has come a long way of formation and development, its names, organizational structure, quantitative composition have repeatedly changed, but the high quality of training of qualified officers has remained unchanged.

The Institute began its history on May 2, 1932 from the 4th Border Guard School and
troops of the OGPU. The first release of commanders who graduated from the main infantry department of the school took place in 1934. In 1937 the school was reorganized into a college, since 1973 the school became the highest, in 1997 it was transformed into a military institute. Over the period of its existence, over 36 thousand officers have been trained.

In 1938 - 1939. glorious pages in the chronicle of the military glory of the military institute were written by its pupils, who bravely fought in battles with Japanese samurai near Lake Khasan and the Khalkhin-Gol River, in January 1940 in the war with the White Finns.

The Great Patriotic War... The first blows of the Nazi troops fell on the border outposts, commanded by the graduates of the school, Lieutenants Dmitry Rakus and Alexander Lopatin. Both of them are posthumously awarded the title of Hero. Soviet Union.

During the war years, twenty graduates were awarded the title of Hero of the Soviet Union. One of them - Lieutenant Colonel Nikolai Vasilyevich Mamonov - is forever enrolled in the lists of the school's personnel.

For courage and courage, many graduates of the school were awarded orders and medals, three became Heroes of Socialist Labor. Their names are engraved in gold letters on a memorial plaque in their native institute.

In total, 23 issues were produced during the war years and 6302 officers were sent to the front.

In 1947-1949. officers and cadets of the school took part in military operations to combat nationalist formations in Western Ukraine and the Baltic states.

In 1986, graduates of the school took part in the liquidation of the consequences of the accident at the Chernobyl nuclear power plant.

Officers and cadets of the institute more than once stood between the opposing sides, blinded by ethnic strife. So it was on business trips in the late 80s in Baku and Yerevan.

In 1993-1995, officers of the institute took part in ensuring public order in Vladikavkaz.

In 1995 and 1996. the combined regiment of the parade crew of the military institute represented the internal troops at the Victory parades in Moscow.

Thousands of graduates of the institute took part in ensuring constitutional order in the Chechen Republic. 42 of them died heroically in the name of national security RF. For their courage and heroism, graduates of the institute, Colonel Generals Anatoly Romanov and Mikhail Pankov, Colonel Alexander Nikishin were awarded the title of Hero of Russia. Lieutenant Colonel Nikolai Shevelev, Major Roman Kitanin, Senior Lieutenant Alexander Kovalev and Lieutenant Jafyas Yafarov were awarded the Gold Star posthumously.

Conditions for admission to the military institute

I. General provisions

These Admission Rules have been developed taking into account the requirements of the regulatory legal acts of the Russian Federation.

The admission rules establish the requirements for candidates, determine the procedure for admitting citizens entering the Federal State Treasury Military Educational Institution of Higher Professional Education "Saratov Military Institute of Internal Troops of the Ministry of Internal Affairs of the Russian Federation".

Changes, additions to the Admission Rules are considered at a meeting of the Academic Council and approved by the head of the military institute.

II. Requirements for candidates for admission to the Federal State Treasury Military Educational Institution of Higher Professional Education "Saratov Military Institute of Internal Troops of the Ministry of Internal Affairs of the Russian Federation"

As candidates for admission to the military institute, cadets are consideredcitizens of the Russian Federation with secondary (complete) general or secondary vocational education, who have been tested by the bodies of the Ministry of Internal Affairs of Russia and the Federal Security Service of the Russian Federation in accordance with the requirements of the resolution of the Government of the Russian Federation from among:
    citizens who have not done military service - at the age of 16 to 22; citizens who have completed military service and military personnel doing military service by conscription, who have served at least 6 months - until they reach the age of 24; servicemen doing military service under a contract - after half of the military service specified in the first contract, until they reach the age of 24 years.
The professional selection of candidates for admission to the military institute by cadets is carried out by the selection committee and includes:
    determination of the category of professional suitability of the candidate on the basis of their socio-psychological study, psychological and psychophysical examination; assessment of the level of general education of candidates; assessment of the level of physical fitness of candidates (Appendix 1).

Entrance tests (exams) to assess educational readiness:

history (the USE results are taken into account); social studies (the USE results are taken into account);
additional exam in social studies (in writing).
When evaluating the results of an additional exam in social studies, checking physical fitness, a one hundred point system is used, which is established by a military institute.

Professional selection of candidates for admission to study from among citizens who have passed and not completed military service and military personnel is carried out from 1 to 30 July.
The composition of the selection committee is determined annually by orders of the head of the military institute, who is its chairman.

The deputy head of the military institute for educational work (head of the training department) is appointed deputy chairman of the selection committee.

The selection committee consists of:

    from the military medical subcommittee; subcommittees on professional psychological selection; subcommittee on physical fitness assessment; subcommittees for the additional examination in social studies; subcommittees on the organization and conduct of the unified state examination; appeal subcommittee.

When organizing professional selection, the military institute ensures the observance of the rights of citizens established by the legislation of the Russian Federation, the transparency and openness of the work of the selection committee, the objectivity of assessing the abilities and inclinations of applicants.

Exam tests, assignments for determining the category of professional suitability of a candidate, an additional exam in social studies are developed at the military institute, considered by the academic council of the university and approved by the head of the military institute.

The sequence and sequence of the entrance examinations are determined by the chairman of the selection committee. The chairperson of the selection committee will give instructions on how to schedule the entrance examinations.

The schedule of entrance exams (subject, date, time and place of the exam, consultations, date of announcement of the results) is communicated to candidates no later than 10 days before their start. The names of examiners are not indicated in the schedule of entrance exams.

The results of passing the unified state examinations indicated in the original Certificate of passing the unified state exam are taken into account as the results of entrance examinations in general subjects (Russian language, history, social studies). The original of the Certificate is submitted by the candidate for admissions committee upon arrival at the military institute.

The information specified in the Certificate of passing the unified state exam is checked in the Federal database of certificates in accordance with the established procedure. Based on the results of the check, the head of the military institute decides on the further participation of the candidate in professional selection.

Persons who did not appear at entrance exams without a valid reason, who did not submit the originals of education documents, a certificate of passing the unified state exam, a passport, as well as those who took the documents after the start of the entrance exams, drop out of the competition and are not enrolled in the military institute.

Persons who did not appear for the entrance exams for a good reason, by the decision of the head of the military institute, are admitted to them in parallel groups or individually in the period until their complete completion.

Candidates who have successfully passed the professional selection are entered into the competition list and, based on the results of the competition, are enrolled in the Saratov Military Institute of Internal Troops of the Ministry of Internal Affairs of the Russian Federation.

Citizens who, in accordance with the regulatory legal acts of the Russian Federation, have been granted privileges for admission to a military institute, upon arrival at the selection committee, submit the relevant documents confirming this right.

Candidates accepted by the decision of the admissions committee for study at a military institute are enrolled and appointed to military positions of cadets by order of the head of the military institute from August 1 of the year of admission to study.

    The candidates who are not enrolled in the military institute as cadets are subject to secondment from among: citizens who have passed and have not completed military service - to the military commissariats at their place of residence; military personnel - to the military units in which they served.

Based on the results of the admissions tests, the candidate has the right to submit a written appeal on the error, in his opinion, of the marks given in the admissions test.

    The procedure for considering appeals of candidates based on the results of admissions tests is determined by the appeal commission. The candidate has the right to familiarize himself with his work in the manner determined by the selection committee.

The consideration of the appeal is not a re-examination; during the consideration of the appeal, only the correctness of the assessment of the result of passing the entrance test (written work) is checked.

The candidate has the right to be present when the appeal is considered. He must have a document proving his identity with him. After consideration of the appeal, a decision is made by the appeal commission on the assessment of the examination work (both in the case of its increase or decrease).

If it is necessary to change the assessment, a protocol of the decision of the appeal commission is drawn up. If there is a disagreement in the appeal committee regarding the given score, a vote is taken and the score is approved by a majority vote. The decision of the appeal committee drawn up in the minutes is communicated to the chairman of the selection committee.

The final decision to correct the score based on the decision of the appeal committee is made only by the chairman of the selection committee. In accordance with this decision, changes are made to the assessment in examination paper candidate.

Outside the competition, candidates who have successfully passed the professional selection from among:

    orphans and children left without parental care under the age of 23; citizens under the age of 20 who have only one parent - a disabled person of group I, if the average per capita family income is below the subsistence level established in the corresponding subject of the Russian Federation; citizens dismissed from military service and entering universities on the recommendations of commanders of military units; participants in hostilities; citizens who, in accordance with the Law of the Russian Federation "On social protection of citizens exposed to radiation as a result of the Chernobyl nuclear power plant disaster," are granted the right of out-of-competition admission to institutions of higher professional education; other citizens who, in accordance with the legislation of the Russian Federation, are granted the right of out-of-competition admission to institutions of higher professional education.

The preferential right when enrolling cadets is enjoyed by candidates who have shown equal results during the entrance examinations, from among:

    citizens who have a pre-emptive right when entering higher and secondary specialized educational institutions in accordance with the Law of the Russian Federation "On social protection of citizens exposed to radiation due to the Chernobyl disaster"; citizens dismissed from military service; children of military personnel under contract and having a total duration of military service of 20 years or more; children of citizens dismissed from military service upon reaching the age limit for military service, state of health or in connection with organizational and staff activities, the total duration of military service of which is 20 years or more; children of military personnel who died in the performance of military service duties or died as a result of injury (injury, trauma, concussion) or diseases received while performing military service; other citizens who, in accordance with the legislation of the Russian Federation, are granted a preemptive right when entering universities.
Military personnel wishing to enroll in a military institute, before April 1 of the year, receipts are submitted by command to the commander of the military unit, a report in which they indicate: military rank, surname, name, patronymic, military position held, year and month of birth, education, name of the military educational institution, specialty in which they wish to study.

Attached to the report are:

    a copy of a state-recognized document on education (secondary (complete) general education or secondary vocational education, as well as a diploma of primary vocational education, if it contains an entry on the receipt by a citizen of secondary (complete) general education); three certified photographs (4.5 ´ 6 cm); autobiography; service characteristic; service card; copy of the passport; a copy of a birth certificate; a medical examination card; professional psychological selection card;

Authentic educational document, Certificate of the results of the unified state exam, and for military personnel who graduated from the first and subsequent courses educational institutions higher professional education with state accreditation, in addition, an academic certificate is presented upon arrival at the military institute.

Lists of pre-selected candidates from among the military personnel, approved by the first deputy commanders of the operational-territorial formations of the internal troops of the Ministry of Internal Affairs of Russia, and the documents listed above, are sent to the military institute no later than May 15 of the year of admission.

Military personnel, pre-selected for admission to the military institute, arrive by June 1 for professional selection. Training camps are held with them to prepare for the entrance exams.

Servicemen whose military service expires before June 1 of the year of admission, upon dismissal from military service, must be sent to the military commissariats at the place of residence for military registration with notification that they are candidates for admission to the military institute.

The commander of a military unit, upon receiving a call for admission to a military institute of a soldier who has been discharged into the reserve, is obliged to inform the military commissariat at the place of residence of the serviceman.

Servicemen retiring after arriving at the military institute (before August 1) should be sent to the military institute with their exclusion from the list of the military unit for enrollment in the lists of the personnel of the institute with all the documents provided for the transfer of military personnel to a new place of service.

The consideration of the appeal is not a re-examination; during the consideration of the appeal, only the correctness of the assessment of the result of passing the entrance test (written work) is checked. The candidate has the right to be present when the appeal is considered. He must have a document proving his identity with him. After consideration of the appeal, a decision is made by the appeal commission on the assessment of the examination work (both in the case of its increase or decrease).

If it is necessary to change the assessment, a protocol of the decision of the appeal commission is drawn up. If there is a disagreement in the appeal committee regarding the given score, a vote is taken and the score is approved by a majority vote. The decision of the appeal committee drawn up in the minutes is communicated to the chairman of the selection committee.

The final decision to correct the score based on the decision of the appeal committee is made only by the chairman of the selection committee. In accordance with this decision, changes are made to the assessment of the candidate's examination work.

Outside the competition, candidates who have successfully passed the professional selection from among:

  • orphans and children left without parental care under the age of 23;
  • citizens under the age of 20 who have only one parent - a disabled person of group I, if the average per capita family income is below the subsistence level established in the corresponding constituent entity of the Russian Federation;
  • citizens dismissed from military service and entering universities on the recommendation of commanders of military units; participants in hostilities;
  • citizens who, in accordance with the Law of the Russian Federation "On social protection of citizens exposed to radiation as a result of the Chernobyl nuclear power plant disaster," are granted the right of out-of-competition admission to higher professional education institutions;
