1. General Provisions

All-Russian competition for the best organization of the activities of student self-government bodies (hereinafter - OSSU) of educational institutions of secondary and higher vocational education (hereinafter - the Competition) was established with the aim of developing and popularizing the activities of OSSU in educational institutions of secondary and higher professional education.

Founders of the Competition:

4. Competitors

State and non-state educational institutions of secondary and higher professional education that have state accreditation (hereinafter - educational institutions), regardless of departmental affiliation and training profile, are invited to participate in the Competition.

Applications for the "Best Performance by the Joint Students Council" nomination are accepted only from the Joint Students Councils.

Applications for the "Most Effective Student Association" nomination are accepted only from student associations that have been active for at least a year.

Applications in the nomination "The most effective activity of the head of the student government body" are accepted only from the heads of the OSSU.

Applications for the nomination "The best system for preparing a student asset" and "The best system for building information work in an educational institution" are accepted only for systems that have been operating for at least two years.

Applications for project nominations are accepted only for projects already implemented in educational institutions.

5. Competition procedure

The competition consists of two rounds - correspondence and full-time.

Based on the results of the correspondence round, educational institutions are selected for open defense in the intramural round.

No more than one application for each of the nominations is accepted from each educational institution. The set of documents required to participate in the Competition must consist of:

Materials must be submitted in electronic form along with attachments

Materials that do not meet the requirements are not allowed to participate in the Contest. The Founders of the Contest have the right to publish materials sent to the Contest.

6. Ensuring the Contest

To ensure the conduct of the Competition, the Competition Commission for the Competition (hereinafter referred to as the Commission) and the Expert Council of the Competition (hereinafter referred to as the Council) are created and approved, which include representatives of the founders of the Competition, specialists in the field of youth policy, leaders and managers of the OSSU, and representatives of the public. The activities of the Commission and the Competition Council are coordinated by the RSM Student Programs Department.

The Commission is created to organize the correspondence and intramural stages of the Competition, collect materials submitted for the Competition, determine the compliance of materials with the Competition requirements, prepare and conduct Council meetings, keep minutes and competition documentation, summarize and analyze information about the materials submitted to the Competition.

The Council is created to conduct an examination of the materials submitted for the Competition, to issue expert opinions and recommendations based on the results of the Competition.

7. Summing up the results of the Competition

The results of the Competition are summed up on the basis of the opinion of the Council based on the results of the face-to-face round. The winners, in accordance with the conclusion of the Council, are awarded the title of Laureate, Diploma of I, II or III degrees, Participant of the Competition.

The Council has the right to introduce additional titles within the main nominations of the Competition.

8. Terms of the Competition

Acceptance of applications for the correspondence round of the Competition - until January 10, 2013. The results of the extramural stage - until January 20, 2013. For the first time, this educational institution opened its doors in 1954 as an elementary school, then it was eight years old and in 1975 it was transformed into the Poltava secondary school. In 1977, a 2-storey typical school was built, which still functions today. Its current name "Alakol secondary school" was given in June 1998.
Now 81 schoolchildren, representatives of more than 5 nationalities, study here. Since 1992, the Alakol secondary school has been teaching in two languages \u200b\u200b- Kazakh and Russian.
Alakol secondary school is proud of its students, who every year become winners of regional subject Olympiads, scientific and practical conferences, various competitions and intellectual games.

The school employs 23 teachers. There are many teachers among them, whose experience exceeds 25 years. Such experience and knowledge of teachers inspire hope that the school will always give worthy daughters and sons to Kazakhstan.

Implementation of information and communication technologies for training:

Modern information technologies, which are based on computers and computer systems, various electronic means, audio and video equipment, can play a special role in managing the quality of education. The teaching staff of the school understands that only a healthy person can realize their creative potential. The efforts of physical culture teachers are aimed at developing students' need for independent sports activities, at acquiring knowledge in the field of hygiene. The main purpose of the work class teachers schools are considered the maximum development of each child, preserving his uniqueness, revealing his potential talents and creating conditions for normal spiritual, conditions for normal spiritual, mental and physical self-improvement. Before the start of classes, morning exercises were carried out daily for students in grades 1-11. Students of our school try to take part in all sports competitions in the area.

During the year, we took an active part in sports competitions in basketball and volleyball, where our teams won prizes. Creating conditions for receiving inclusive education

Inclusive education - teaching children with developmental disabilities in general education schools together with healthy children or in specially created groups in classrooms.

Inclusive education is based on an ideology that excludes any discrimination against children, which ensures equal treatment to all people, but creates special conditions for children with special educational needs.

The educational environment of our school is a zone of life for children with different health resources. There are 5 children with disabilities in our school. Two of them are disabled children (Akhmetova Aizada is a student of the 8th grade, Aitmagambet Nursultan is a student of the 9th grade). Homeschooling is recommended for them.

Quality management of education.

The quality of education at school - the most important indicator its success in the educational space. Ensuring quality improvement is a key challenge at our institution. The mission of the school is to provide conditions for quality education and upbringing of a comprehensively developed, competitive, healthy personality of young citizens of the country.

The education quality management program includes activities in several interrelated areas. These directions follow from the analysis of the school's work:

1. General Provisions

1. These Rules for the competition for the award of the grant "The best organization of secondary education" with the establishment of the amount of the grant and the procedure for its award "(hereinafter - the Rules) are developed in accordance with subparagraph 8-7) of Article 5 of the Law of the Republic of Kazakhstan dated July 27, 2007" On education "and determine the procedure for holding a competition for the award of the grant" The best organization of secondary education "with the establishment of the amount of the grant and the procedure for its award.
2. The following basic concepts are used in these Rules:
1) organizers of the competition - local executive bodies in the field of education;

3) rating indicators - the criteria established by these Rules, which must be met by state organizations of secondary education.
3. Competition for the award of the grant "The best organization of secondary education" with the establishment of the amount of the grant and the procedure for its award (hereinafter - the Competition) is held annually by local executive bodies in the field of education.
4. The competition is held with the aim of identifying, generalizing and disseminating effective pedagogical and managerial experience, stimulating the professional and personal growth of teachers and heads of secondary education organizations, identifying trends in the development of the secondary education system in the Republic of Kazakhstan.
5. The grant is awarded to the winners of the Competition - the best state organizations of secondary education.

2. The procedure for the competition for the award of the grant "Best
organization of secondary education "with the establishment of the size
grant and the procedure for its award

6. State organizations of secondary education (hereinafter - educational organizations) of all types are allowed to participate in the Competition.
7. The competition is held in two stages:
Stage I - regional (city), is held annually in April, where the participants of the Competition are determined, recommended for participation in the second stage;
Stage II - regional, the cities of Astana and Almaty, is held annually in May, where the winners of the Competition are determined.
8. In order to organize and conduct the Competition at each level, local executive bodies in the field of education, by the decision of the regional akim (city of republican significance and the capital), district (city), creates a competition commission chaired by the deputy akim of the region (city of republican significance and the capital), district ( city), in charge of education.
9. The composition of the competition commissions of stages I and II includes specialists from regional (cities of republican significance and the capital), district (city) bodies in the field of education, experienced teachers, methodologists, psychologists, representatives public organizations, scientists, employees of departments for control in the field of education.
10. The announcement of the Contest is published by local executive bodies in the field of education in periodicals at least one month before the start of the Contest and must contain:
1) date, time, place and procedure for holding the Competition;
2) the place and terms of acceptance of documents.
11. To ensure the competitiveness of Kazakhstani education and achieve high rating indicators, the selection of participants in the Competition is carried out by the competition commission according to the following criteria:
1) introduction of information and communication technologies of education (effective use of modern educational technologies, the number of students per 1 computer, Internet connection, the proportion of provision of subject classrooms of the new modification);
2) ensuring the availability of quality education (the share of graduates who received a certificate of general secondary education "Altyn belgi", the share of graduates who received a certificate of general secondary education with honors, the share of children covered by additional education);
3) staffing of the educational process (passing of advanced training courses for teachers once every 5 years, the proportion of teachers who have completed advanced training courses on the use of information communication technologies and level programs, the proportion of teachers teaching natural and mathematical subjects in English, the dynamics of the share young specialists who arrived to work in the organization of education in the current year, the proportion of teachers with the highest and first categories, the proportion of teachers participating in district (city), regional, republican and international conferences, seminars, forums, exhibitions, reviews, pedagogical readings, participation in experimental, research, applied work, scientific projects (programs), examination of educational and methodological publications, the availability of copyright manuals, programs, scientific developments, publications, the introduction of advanced pedagogical experience, providing vocational guidance diagnostics of students' inclinations);
4) material and technical support, equipment and equipment of educational organizations (efficiency and effectiveness of financing, rationality and proportionality of the distribution of funds);
5) creating conditions for preserving the health of students, ensuring safety and creating conditions for labor protection of participants in the educational process (coverage of students with the activities of sports sections in educational institutions, provision of free fortified hot meals for students from low-income families, dynamics of the morbidity of students, compliance of training conditions with sanitary rules and regulations, the presence of full-time positions of school inspectors, psychologists and social educators, turnstiles and video surveillance cameras, the proportion of children who are registered in the school and in the juvenile affairs inspectorate);
6) creation of conditions for the professional and personal self-realization of teachers and managers (the availability of information and methodological space in the organization of education, the provision of teachers with information communication technologies, the results of a monitoring study of qualitative changes in the professional activities of teachers who have undergone advanced training in level programs);
7) creation of conditions for receiving inclusive education (the share of children with special needs covered by inclusive education from the total number of children living in the microdistrict, assigned to the organization of education);
8) high rating indicators in teaching students over the past three years, a feature of the mission of organizing education (dynamics of the share of students who have successfully mastered general education curricula);
9) management of the quality of education (making management decisions based on the results of educational monitoring of the needs of students and parents, the effectiveness of the activities of the board of trustees of the educational organization);
10) the results of external and internal assessment of the quality of education (results of procedures external evaluation educational achievements, unified national testing and international studies, criteria for the formation and development of functional, mathematical, natural science and reading literacy of students, the proportion of students, winners of regional, republican and international Olympiads and scientific competitions of schoolchildren);
11) implementation of international cooperation (the number of agreements with international organizations, the proportion of students and teachers participating in international projects).
12. Based on the results of Stage I of the Competition, the competition commission sends materials to the competition committee of the oblast (Astana and Almaty) level, as well as an extract from the minutes of the meeting of the regional (city) level competition committee, indicating the names of schools.
13. Meetings of the competition commissions for awarding a grant are considered competent if attended by at least two thirds of their composition.
14. The voting results are determined by the majority of votes of the members of the commission. The chairman's vote is decisive if the votes of the commission members are equal.
15. To participate in the Competition, educational organizations submit the following documents to the Competition Commission:
1) an application for participation in the competition;
2) submission of relevant materials in accordance with the criteria specified in paragraph 11 of these Rules.
The application form is established by local executive bodies.
16. The tender committee accepts documents submitted within the established deadlines for admission, in an envelope marked "Grant competition".
17. Educational organizations that have submitted documents later than the deadline for receiving documents are not allowed to participate in the Competition.
18. On the basis of the submitted documents, the competition commission of the corresponding levels shall register the participants of the Competition.
19. Based on the results of consideration of the submitted materials, the competition committee determines the winner of the Competition and makes a decision on awarding the grant.
20. The decision of the competition commission at each level is drawn up in a protocol, signed by the chairman, deputy chairman, secretary and members of the commission who took part in the voting.
21. Winners of the Competition are awarded with special honorary diplomas “Laureate of the Competition“ The Best Organization of Secondary Education ”and certificates of receipt of a grant.
The forms of the diploma and certificate are approved by local executive bodies.
22. Payment of the grant is carried out by decision of local executive bodies at the expense of local budgets following the results of the Competitive selection.
23. The size of the grant is eight hundred times the minimum wage at the expense of the republican budget established by the law of the Republic of Kazakhstan on the republican budget for the corresponding financial year.
