I order:
Add to the Order of the Ministry of Education and Science Russian Federation of August 29, 2012 N 666 "On approval of the Regulation on the Legal Department of the Ministry of Education and Science of the Russian Federation" the following changes:
A) state the preamble in the following edition:
"In accordance with the Regulations on the Ministry of Education and Science of the Russian Federation, approved by the Decree of the Government of the Russian Federation of June 3, 2013 N 466, and the Order of the Ministry of Education and Science of the Russian Federation of June 24, 2013 N 11 / sh" On approval of the structure of the Ministry education and science of the Russian Federation "I order:";
B) in the Regulations on the Legal Department of the Ministry of Education and Science of the Russian Federation, approved by the said Order:
In clause 2, the words "Regulations on the Ministry of Education and Science of the Russian Federation, approved by Decree of the Government of the Russian Federation No. 337 of May 15, 2010" shall be replaced by the words "Regulations on the Ministry of Education and Science of the Russian Federation, approved by the Decree of the Government of the Russian Federation of June 3, 2013 . N 466 ";
In clause 4.13, the words "Secretary of State - Deputy Minister" shall be replaced by the words "First Deputy Minister of Education and Science of the Russian Federation";

In order to implement the event "Replenishment of the deficit of places in dormitories for nonresident students"Federal target program for the development of education for 2011 - 2015, approved by the Government of the Russian Federation of February 7, 2011 N 61, I order:
1. Implement in 2013 budget investments in capital construction projects of federal state educational institutions under the jurisdiction of the Ministry of Education and Science of the Russian Federation, included in the measure "Replenishing the deficit of places in hostels for nonresident students" of the Federal Target Program for the Development of Education for 2011 - 2015 , in accordance with the Appendix to this Order.
2. Financing of capital construction projects is carried out at the expense of federal budget and off-budget funds of educational institutions specified in paragraph 1 of this Order.
3. I reserve control over the execution of this Order.

< 1 > In accordance with the Decree of the Government of the Russian Federation of December 28, 2012 N 1456 and the terms of the contract for the implementation of budgetary investments in capital construction facilities of the state property of the Russian Federation, federal state institutions are entitled to exercise the functions and powers of the state customer until January 1, 2014.
< 2 > Funding for design and survey work is carried out at the expense of extra-budgetary sources.
< 3 > Completion of construction will be carried out in 2014 - 2015 at the expense of the Federal Target Program for the Development of Education for 2011 - 2015.

»Explanations were given about diseases that give children the right to be educated at home, as well as about the maximum weekly workload for such children.
Clarified the following
.
1. The order of regulation and registration of relations between the state and municipal educational organization and parents (legal representatives) of students who need long-term treatment, as well as disabled children in terms of organizing training in basic general educational programs at home or in medical organizations is determined by the regulatory legal act authorized body of state power of the constituent entity of the Russian Federation.
2.The basis for organizing education at home or in a medical organization are conclusion of a medical organization and a written appeal from parents (legal representatives) to the headmaster.
3. Currently List of diseases, the presence of which entitles children to homeschooling in basic general education programs, has been revised and approved by order of the Ministry of Health of Russia dated June 30, 2016 N 436n.
But, medical commission the medical organization in which the child is observed, can make a decision on the presence of medical indications in a child for training in basic general education programs at home based on the individual characteristics of the state of health regardless of whether the disease is included in the specified List (the corresponding explanations are given in the letter of the Ministry of Health of Russia dated 09.14.2016 N 15-3 / 10 / 2-5810). and in medical organizations determined individually according to curriculum, developed in accordance with the Federal State Educational Standard, the recommendations of the psychological, medical and pedagogical commission.
The maximum total volume of the weekly educational load of students is established by SanPiN 2.4.2.2821-10 and SanPiN 2.4.2.3286-15 (for students with disabilities).
5. Letters of the Ministry of Prospectus of the USSR dated 05.05.1978 N 28-M "On improving the organization of individual education of sick children at home" and Ministry of Public Education of the RSFSR of 11/14/1988 N 17-253-6 "On individual home education for sick children," according to which the teaching load in grades I - III (IV) was up to 8 hours; in IV (V) - VII (VIII) - up to 10 hours; in VII (IX) - until 11:00, by order of the Ministry of Education and Science of Russia dated 02.09.2013 N 1035 declared invalid.
6.When teaching children at home, various forms of organization are provided educational process: a teacher who comes to the house, distance learningattendance at school

According to the orders of the Ministry of Education of Russia and Rosobrnadzor dated November 7, 2018 N 189/1513 "On approval of the Procedure for conducting state final certification on educational programs of the main general education"And dated November 7, 2018 No. 190/1512" On approval of the Procedure for conducting state final certification for educational programs of secondary general education "for students who have medical indications for homeschooling and the corresponding recommendations of the psychological, medical and pedagogical commission, the exam is organized at home.
To do this, the parents (legal representatives) of the child must, together with the application for the passage of the GIA-9 (GIA-11), submit the conclusion of the medical organization and a copy of the recommendations of the psychological, medical and pedagogical commission.
During the exam, special conditions are provided for students at home, taking into account their state of health, peculiarities of psychophysical development, including the presence of assistants, the use of technical means necessary for performing tasks at the GIA; execution of written examination work on a computer at the request of the examiner; an increase in the duration of the exam in a subject by 1.5 hours; organization of meals and breaks to carry out the necessary medical and preventive measures during the exam and other conditions.
2. On the determination of the teaching load of teachers teaching children at home.
According to clause 2.5 of Appendix 2, approved by order of the Ministry of Education and Science of Russia No. 1601 dated December 22, 2014, when teachers are assigned to organizations that implement basic general education programsfor which these organizations are the main place of work, responsibilities for homeschooling children who, for health reasons, cannot attend such organizations, the number of hours set for teaching such children is included in the teaching load of teachers
.
In accordance with clause 4.2 of the Appendix, approved by order of the Ministry of Education and Science of Russia No. 536 dated May 11, 2016, the working hours of teachers teaching children at home in accordance with a medical certificate during vacation time is determined taking into account the number of hours of the specified education of such children, set by him before the start of the holidays.
