To make a layout you will need:
A piece of foam or other durable base material;
Styrofoam for making icebergs and pieces of ice;
Cotton pads;
Paralon;
Blue colored paper;
Container;
Blue food coloring;
Gelatin (to simulate water);

Figures of animals from plasticine.
Step 1.
We glue two blue sheets of paper to the base (imitation of water).
Step 2.
We divide the cotton pad into two parts so that the surface of the disc is not smooth, but with broken cotton, we glue these discs to the base, on top of the discs, closer to the blue paper, we glue pieces of cotton wool. Cut out ice pieces from a white sponge and glue them onto blue paper.
Step 3.
I found a styrofoam box that came in handy for simulating a snowy mountain. We glue a blue sheet of paper into it.
Step 4.
We glue the container inside (When the layout is ready, fill it with jelly, painted in blue - imitation of water). We also glue cotton pads and cotton wool on the box.
Step 5.
We glue the box to the base, but first we will make ice floes on it.
Step 6.
We make ice floes from foam and glue one to the other.
Step 7.
Cut out the foam ice floes and glue them to each other using double-sided tape. We connect all the details.
Step 8.
Making the ocean. We use blue dye and gelatin. Fill and let it freeze.
Step 9.
When everything dries well and the gelatin hardens, we populate our model with residents.
