Sergei Sobyanin: Dear friends! Every year before Knowledge Day, we meet with you to discuss the problems and tasks of Moscow education. This year we gathered not in the very central district of Moscow - in Nekrasovka, which not so long ago was considered one of the most depressed areas. Today, kindergartens, schools, a clinic have been built here, and a metro will come here in the coming year. A large sports cluster is being designed and built. So Nekrasovka is getting better. This is facilitated by the opening of the school where we are located.

Children's education and educational opportunities are key factors for assessing the urban environment of any area. Moscow education has come a long way in just a few years, facing equally complex and profound problems. Several years ago, we had about 4.5 thousand educational institutions - separate legal entities, most of which did not have sufficient financial resources or material resources, and ultimately all this limited the opportunities of schoolchildren themselves to receive a quality education, opportunities admission to the best universities in Moscow. In addition, over several years the number of students in the Moscow education system has increased by almost a quarter.

Education standards and requirements have changed most seriously. Other regions also did not stand still; the competitive environment in the field of education has seriously intensified, which is also noticeable in the results of admission to higher educational institutions. If you and I had not done anything over the past years, had not changed anything, and had left that rather opaque system of both financing and control over the admission and enrollment of our students in schools and preschool institutions, I think that today Moscow education would be different . And it would differ not for the better, but for the worse.

Several years ago, you and I decided to actively develop and change the situation. Over the years, hundreds of new preschool institutions and schools have been built. The material base of existing buildings has been seriously updated, the systems of financing and motivation of our schools have changed, and the organizational structure has changed. All these changes were extremely difficult, but nevertheless they are producing results.

In addition, we have used all the capabilities of the city and last year we set the task of integrating school education with the programs of universities, colleges, and the capabilities of our industrial enterprises and technology parks. Over the past year, dozens of engineering classes, medical classes, a cadet class have been created, academic classes and pre-university schools have appeared. It has become easier for our children to understand what profession they should choose in the coming years, where to go, and determine their path in life. They have additional opportunities to enter leading universities in our city.

The results that we have achieved are outstanding results. This is the assessment of international experts who included Moscow education among the six best educational systems in the world. These include USE results, which are twice the national average. This is a third of the awards at the All-Russian School Olympiad. This is half of the Moscow schoolchildren in the national team that represents the country at international Olympiads. Students have already won 14 awards at international competitions. All this shows that we have not only overcome the difficulties faced by education, but also achieved very high, high-quality results. Congratulations on this!

This year we have set ourselves a new task - to almost completely update the information base of Moscow education by September 1 next year. These include new laptops, new computers, new interactive whiteboards, Wi-Fi, high-speed Internet, and so on and so forth. And most importantly, the creation of an electronic platform for lesson scripts, delivery plans, teaching aids, and the most modern educational materials. When we first approached this task, about 1.5 thousand lesson scripts were created, but over the past six months, together with you, with Moscow teachers, with school staff, several tens of thousands of such educational aids, lesson scripts, and the most modern materials have been created , which are popular not only in Moscow schools. Today we are preparing an agreement with the Ministry of Education, according to which the experience that we are accumulating should be in demand in other Russian regions.

I want to say that everything that has been achieved, the successes that exist in Moscow education, of course, became possible thanks to both organizational and financial changes, but most importantly, they became possible thanks to your everyday work, your efforts, your skills, to your talent. The builders completed the school six months ahead of schedule and made it as modern, comfortable and unique as possible. And it is important that, in addition to the technical and material components, the school provides very high-quality knowledge. To do this, it is necessary to provide methodological and organizational assistance and provide personnel, so that the school in Nekrasovka becomes one of the best in the city. This is an example of how we work in the districts.

It was rightly said - regardless of the region of Moscow, location, Moscow schoolchildren should have the same opportunities to receive a quality education. This school is not for the elite, it is not a paid school, it is a school for ordinary Muscovites.

I would like to ask school directors and school staff not to stop there in terms of integration with city higher education institutions, high-tech enterprises, technology parks, and academic institutions. This is a very important direction.

Yes, today dozens of specialized, medical, and engineering classes have been created, but less than half of the schools have them. Therefore, we still have something to work on, and I ask you to actively move in this direction. To make it easier to integrate with the capital’s scientific, industrial and cultural institutions, from September 1 of this year we are making the city’s museums free for Moscow schoolchildren. I hope that you will take full advantage of this opportunity for schoolchildren to go to museums and learn about the history of the capital.

Tomorrow we are holding a big meeting on the development of the Moscow Electronic School. I repeat once again that without your active participation this project would not have taken place and would not have been able to develop. We need tens of thousands of scenarios, various training materials in order to move forward. The topic of the pedagogical council : "Creating conditions for improving the quality of education and upbringing in conditions of uncertainty"

Dear Colleagues!
The teaching staff of the MBOU "Lyceum" and the private educational institution "School Intellect-Service" in their work is based on the idea of ​​a person-oriented approach in the education and upbringing of students.
Education is understood not as the acquisition by students of a sum of knowledge, skills and abilities, but, first of all, as the formation of personality, the discovery of oneself, one’s human image.
The teaching staff of the complex had the following methodological goal:
introduce mechanisms for the implementation of a modern education model that provides accessible quality education in accordance with the requirements of innovative development and modern needs of society, development of a system for assessing the personal growth of students.

To achieve this goal, the following tasks were solved:

  • interaction and cooperation with partner universities (MPEI, MSTU named after N.E. The complex includes a system for limiting the use of Internet resources, organizing local network management, and a web data caching service, which improves the security and performance of the local network. An additional server and licensed software were purchased.

Students are completely denied access to Internet resources, with the exception of a list of sites and portals provided by subject teachers and computer science teachers.

    Analysis of the quality of the educational process

The educational process as a whole was carried out on the basis of curricula drawn up in accordance with the regional curriculum. Moscow region and the requirements of the Federal State Educational Standard for primary and general education. In the lyceum in the 2016-2017 academic year, 8 classes were formed, in the private educational institution “School of Intellect-Service” - 12.
Of the total number of classes in the lyceum, there are three 9th grades of three pre-profiles: physics and mathematics, social sciences, humanities, chemical biology.
Since 2016, training in 10th grades has also been carried out in three profiles: physics and mathematics, social sciences and humanities, and chemical biology; two 11th grade students have graduated: social sciences and humanities and physics and mathematics.

In accordance with the concept of specialized education, the study of elective courses was organized for 10th grade students: “Introduction to the specialty: energy”, “Solving problems with parameters”, “Remarkable inequalities”, “Fundamentals of chemical methods for studying substances”, “Ethics and psychology of family life” ", "Cells and Tissues", course "Basics of Translation", "Solving Olympiad Problems in Physics". In addition, a system of additional paid education has been organized.

The private educational institution “School of Intellect-Service” continues to study the subject “TRIZ”, and is implementing a plan for extracurricular activities in general cultural and general intellectual areas. A new direction in the educational space of the “School of Development Intellect +” complex is being improved.

Primary school students showed high learning results, and this is a great merit of their teachers.

Taking into account the high level of academic performance and motivation for learning of students of the Private Educational Institution “School of Intellect-Service”, we consider it necessary to begin introducing pre-vocational education from the 5th grade. This is the need of the hour!

In 2016-2017, for the first time, 9th grade graduates took all tests at exam points in other schools. Lyceum graduates showed high results in most subjects.

With an average score of 4 points and above, elective exams in chemistry, physics, biology, geography, and literature were passed. And this is the great merit of the teachers Kamynina Nadezhda Yuryevna, Kuznetsova Margarita Sergeevna, Semkin Grigory Vladilenovich, Varfolomeeva Tatyana Albertovna, Kovalevich Elena Alexandrovna.

We cannot stop at the results achieved, and most importantly, we must understand at the beginning of the year what difficulties we will face. The number of students who want to study with us is growing every year. But very often, even those who have “4” or “5” grades in their personal records in subjects at the qualifying Olympiad do not show low results. Therefore, in the first half of the year in 9th grade, we have to eliminate those gaps in knowledge that students have for one reason or another. This, of course, cannot but affect their performance. The psychological component and work with parents are also important here.

Teachers see the reasons for low student performance in the first half of the year (and sometimes throughout the whole year) as the following:

  • in the discrepancy between the student’s needs, interests and aspirations and the learning objectives: students often see only assessment as the goal of learning;
  • in students’ vague ideas about the goals of their activities and the difficulties of achieving them, about themselves and their abilities, about the level of their results and the possible reasons for obtaining them.

There are also cases of students unjustifiably choosing an exam. As a rule, a graduate explains his choice with the phrase: “I don’t need this subject for admission. I just want to try to pass." And with this choice, we have a decrease in the average score in the subject. To avoid such situations, class teachers and subject teachers, with the help of a psychologist, need to explain to students already in September that the choice must be responsible.

6 11th grade graduates were awarded a gold medal: Vasiliev Ivan, Manucharyan Flora, Barantsev Stepan, Kaganova Anastasia, Levitsky Mikhail, Pushkina Alexandra.

The graduates also showed good results during the Unified State Examination. The most pressing issue that worries the whole country.

58% of graduates scored 220 points or higher in three exams. This is the second result in the greater Balashikha. Only MAOU Lyceum was ahead of us.

During the year, work was carried out to develop our system specialized education. In June, 10th grade students under the guidance of teachers Irina Anatolyevna Nabatchikova, Tatyana Vladimirovna Salynskaya, Lyudmila Vladimirovna Dichenko, Tatyana Albertovna Varfolomeeva, Elena Aleksandrovna Kovalevich underwent specialized practice on the basis of MPEI, RUDN University, for students of humanities classes it was a museum excursion practice, acquaintance with the work of the library named after. Particular attention should be paid to the physical education of students at the complex. Physical education teacher Ivan Karenovich Akopov has done a lot of work in this direction; eleventh-graders are successfully passing the GTO standards. A third hour of physical education has been introduced into the curriculum. And this can be put to good use by strengthening mass sports work in our complex.

Improving management efficiency in an educational institution:

The complex created a model of a participatory form of management. Verbatim "participatory management" is management based on the participation of everyone -the ability to make independent decisions and take responsibility for them.

Analysis of management activities

Analysis of experimental work

At the MBOU "Lyceum" and the private educational institution "School Intellect-Service", joint experimental work continues under the leadership of Doctor of Pedagogical Sciences, Professor of St. Petersburg University Elena Ivanovna Nikolaeva on the topic "Development of a system of methods for assessing the personal growth of students at different levels of the education system." In the 2016-2017 academic year, the second stage of the experiment, preparatory, was completed, and the following results were obtained:

During the experimental work, a monitoring program was created, criteria for achieving educational results and a procedure for assessing their level were developed. Favorable conditions for effective innovative work have been created, the consequence of which is a favorable innovative climate in the team, a high degree of motivation for the main part of teachers, which contributes to teachers’ understanding of the main goals, results and ways to achieve them in organizing the educational process.

The personal development of a child includes his emotional maturity and the formation of strong-willed qualities. The development of children's emotional intelligence not only contributes to adaptation at school, but is also extremely important for life in the future. Lessons on the development of emotional intelligence in elementary school and classroom hours with students in grades 5-11, taught by educational psychologist Irina Ivanovna Zinovieva, are effective.

The teacher’s task is not simply to transfer to students a certain amount of knowledge, but to develop their personality, cognitive abilities, including the ability to learn independently and be aware of their own learning process.

The shift in requirements from knowledge to the personality of the student and his ability to learn is associated with a feature of the times: knowledge becomes outdated too quickly, while learning skills contribute to more effective and flexible adaptation of a person in a rapidly changing flow of information.

Analysis of work with gifted children

In the 2016-2017 academic year, systematic, targeted work was carried out with gifted students.

The forms of organizing work with such children were varied:

  • scientific and practical conferences;
  • creative competitions;
  • excursions and classes in museums, libraries;
  • conferences, rallies and competitions with exhibitions of creative works of students;
  • Olympiads and tournaments in various fields of knowledge;
  • organization of intellectual games to develop cognitive interests and creative abilities, etc.

In the 2016-2017 academic year, on the basis of our complex, all-Russian and regional olympiads were held: the Lomonosov tournament, the regional olympiad in cryptography, physics and mathematics for students in grades 8-11 from the FSB Academy (ICSI), “Nadezhda Energetics”. In addition, interschool scientific and practical conferences were held students, attended by MPEI teachers.

This year, the winners and prize-winners of the municipal stage of the All-Russian Olympiad for schoolchildren in general education subjects were 11 students of the Intellect-Service private educational institution and 34 students of the lyceum, 17 students represented our city at regional Olympiads.

Based on the results of regional Olympiads in the 2015-2016 academic year, 4 students of the complex received a scholarship from the Governor of the Moscow Region: Alexandra Pushkina, Alexander Varfolomeev, Vasilisa Rudometova (moved to the Orthodox gymnasium), Artem Kozlov. Topics of teachers' councils for the 2018-2019 academic year in schools and preschool educational institutions according to the Federal State Educational Standard - from August to June for administration and teachers. In preschool educational institutions and secondary schools, the main tool for planning, analysis and management is the pedagogical council. According to federal educational standards, at the beginning of the year a schedule of teacher councils on approved topics is drawn up. This plan must be adhered to, observing all the necessary documentation, that is, each plan with topics must be approved with the appointment of responsible persons, and after each meeting it is necessary to draw up a protocol of the teachers’ council. It includes the agenda, debate, and solutions to identified issues.


According to the protocols, any commission from Rosobrnadzor will draw conclusions about what educational work is being carried out at a school or preschool educational institution. It is most important to maintain such documentation (even if it is sometimes just for show) to the heads of institutions.

In addition to the mandatory teacher councils provided for, no one bothers to conduct additional ones, engage in enhanced development of children, and try to optimize the educational and pedagogical processes. However, it is necessary to take into account that human capabilities are limited, so it is not always possible to assign even more work to a busy teacher or educator without compromising the quality and his health.

This may be trivial, but schools carry out not only an educational process, during which the younger generation receives new knowledge, but also an educational process.
