1.1. State educational institution of higher professional education "South-Russian State Technical University (Novocherkassk Polytechnic Institute)" (hereinafter - GOU VPO YRSTU (NPI)) is a state educational institution of higher professional education, implements educational programs for preschool, secondary, higher, postgraduate, additional professional education and other educational programs in accordance with licenses for the right to conduct educational activities.

1.2. GOU VPO YURSTU (NPI) was established in accordance with the following acts:

1.7. 1.8. The main tasks of GOU VPO YURSTU (NPI) are:

1) satisfying the needs of the individual for intellectual, cultural and moral development through obtaining higher and postgraduate professional education, secondary vocational education, as well as additional professional education;
2) meeting the needs of society and the state in qualified specialists with higher and secondary vocational education, in scientific and pedagogical personnel of higher qualifications;
3) organization and conduct of fundamental and applied research in a wide range of sciences aimed at solving urgent problems;
4) training of scientific and scientific-pedagogical personnel through postgraduate studies, doctoral studies and competition;
5) retraining and advanced training of the teaching staff, scientific, managerial staff and specialists in the profile of GOU VPO YURSTU (NPI);
6) accumulation, preservation and augmentation of moral, cultural and scientific values \u200b\u200bof society;
7) fostering in students a sense of patriotism, love and respect for the people, national traditions and spiritual heritage of Russia, respect for the reputation of GOU VPO YURSTU (NPI);

1.9. In fulfillment of the assigned tasks, GOU VPO YURSTU (NPI) carries out:

1) implementation of general education programs of preschool, primary general, basic general and secondary (complete) general education, professional programs of primary, secondary, higher and postgraduate vocational education, as well as educational programs of additional education in areas of training (specialties) established by the license for the right to exercise educational activities, within the limits of state assignments (check figures) for the admission of students, in accordance with state educational standards;
2) conducting fundamental and applied scientific research on the profile of GOU VPO YRSTU (NPI) in accordance with the thematic plan of scientific and technical activities, implemented at the expense of the federal budget;
3) advanced training and retraining of specialists with higher professional education and scientific and pedagogical personnel of higher qualifications within the framework of state assignments;
4) activities to ensure the accommodation of students in dormitories of GOU VPO YURSTU (NPI);
5) activities for the maintenance and operation of the property complex, including objects of movable and immovable property, assigned to GOU VPO YURSTU (NPI) in the prescribed manner;
6) medical care for students and employees in the medical department of GOU VPO YURSTU (NPI), including the implementation of treatment and prophylactic measures provided for by the legislation of the Russian Federation;
7) information support of structural divisions of GOU VPO YURSTU (NPI), employees and students of GOU VPO YURSTU (NPI), creation, development and application of information networks, databases, programs.


1.10. GOU VPO YURSTU (NPI) in accordance with the legislation of the Russian Federation has the right to carry out the following types of income-generating activities under contracts with legal entities and individuals on a reimbursable basis:

1.11. GOU VPO YURSTU (NPI) has the right to issue state documents of the corresponding level of education and (or) qualifications to its graduates after receiving, in the prescribed manner, a certificate of state accreditation in the relevant areas of training (specialties).


1.12. GOU VPO YURSTU (NPI) carries out its activities in accordance with the Constitution of the Russian Federation, federal laws, acts of the President of the Russian Federation, the Government of the Russian Federation, federal executive bodies, other regulatory legal acts and this Charter.


1.13. The main activities of GOU VPO YURSTU (NPI) are:


1) implementation of educational programs of higher, postgraduate and additional professional education;
2) implementation of training, professional retraining and (or) advanced training of highly qualified workers, scientific and scientific-pedagogical workers;
3) implementation of fundamental and applied scientific research.


1.14. GOU VPO YURSTU (NPI) carries out editorial and publishing activities, production, distribution of textbooks and anthologies, educational and teaching aids, scientific, reference literature, periodicals, as well as audiovisual products, training programs and information materials related to the educational process, scientific and other activities in accordance with the legislation of the Russian Federation and this Charter.

1.15. The structure of GOU VPO YURSTU (NPI) includes institutes (branches), branches, research institutes, faculties, departments, postgraduate and doctoral studies, educational, scientific, information and analytical divisions, a library, a publishing house, editorial offices of magazines and small circulation newspapers, management and other structural divisions carrying out educational, scientific, research, information and analytical, methodological, editorial and publishing, financial and economic activities and other activities provided for by the legislation of the Russian Federation and this Charter. 1.16. GOU VPO YURSTU (NPI) independently forms its structure, with the exception of the creation, renaming and liquidation of branches.
Structural units are not legal entities. The legal status and functions of the structural unit of GOU VPO YURSTU (NPI) are determined by the regulation approved by the rector of GOU VPO YURSTU (NPI).

1.17. Branches of GOU VPO YURSTU (NPI) are its separate structural divisions located outside the location of GOU VPO YURSTU (NPI). Branches of GOU VPO YURSTU (NPI) are created, renamed and liquidated in accordance with the legislation of the Russian Federation.
The regulations on the branch are approved by the rector of GOU VPO YURSTU (NPI).
GOU VPO YURSTU (NPI) independently approves the staffing of branches, estimates of income and expenses of branches, distributes and communicates to branches the limits of budget allocations and the amount of financial support.

1.18. GOU VPO YURSTU (NPI) in terms of the implementation of these educational programs (including the development of requirements for the admission of citizens, the content of education and the organization of the educational process, the issuance of educational documents, the provision of rights, social guarantees and benefits to students and employees) is guided by the standard provisions on educational institutions of the relevant types and types and this Charter.

1.19. Representative offices of GOU VPO YURSTU (NPI) are created, renamed and liquidated in accordance with the legislation of the Russian Federation.

1.21. GOU VPO YURSTU (NPI) has the right to voluntarily join and unite in associations (unions) that are created and operate in accordance with the legislation of the Russian Federation.


1.22. GOU VPO YURSTU (NPI) in the manner prescribed by the legislation of the Russian Federation is responsible for the safety of documents (management, financial and economic, personnel and others), ensures their transfer to state storage in accordance with the established list of documents.


1.23. GOU VPO YURSTU (NPI), in accordance with the legislation of the Russian Federation, within its competence, carries out measures for mobilization training, civil defense, prevention and elimination of emergency situations.


1.24. The Charter of GOU VPO YURSTU (NPI) and changes to it are adopted by a conference of teachers, researchers, as well as representatives of other categories of employees and students and are approved in the manner prescribed by the legislation of the Russian Federation.
The Charter, as well as amendments to it, are subject to registration in accordance with the legislation of the Russian Federation.

History

Temporary building of DPI

South-Russian State Technical University (Novocherkassk Polytechnic Institute) is the first higher educational institution in the south of Russia. A decree of the Council of Ministers of Russia, adopted in January 1907, provided for "To establish a Polytechnic Institute in Novocherkassk, using the funds and personnel of the Warsaw Polytechnic for this purpose"... Student riots in -1906 led to the temporary closure of the Warsaw (Russian) Polytechnic Institute by the authorities of the Russian Empire, and its leading employees were sent to Novocherkassk and formed the core of the teaching staff of the new institute.

100th anniversary of the university

These days, the city and the university itself hosted festive events that began in the Covered courtyard of the university and ended with a solemn meeting in the city theater named after Komissarzhevskaya.

installed on the facade of the Main Building on December 28, 1985. In 2010, in connection with the installation on the facade of the university two new boards with the name of the educational institution in Russian and English, this board was moved to the right wing of the main building.

Many commemorative plaques were made and installed at the expense of specialized departments. Thus, at the Faculty of Mechanics, a memorial plaque of Professor A. S. Lyshevsky was opened; at the Faculty of Energy (in 1981) - Honored Worker of Science and Technology, Professor A. D. Drozdov; at the Mining and Geological Faculty - Professor, Rector of NPI from 1974 to M.A.Frolov. A memorial plaque was unveiled in memory of N. D. The verse of Vladimir Abramovich Schwartz, a member of the university literary group, a 1964 NPI graduate - "I love you, NPI" - was set to music and became the anthem of polytechnics.

Research work

The first university in the south of Russia

At SRSTU (NPI), work is underway in 26 scientific areas, including powder metallurgy, the theory of ore formation in volcanic sedimentary strata, micrometallurgy of semiconductor structures, antifriction materials, polymer synthesis, effective methods for solving problems of mathematical physics, simulator construction, and others.

Kamensk branch of YRSTU

Faculty of Geology, Mining and Petroleum Engineering

Previously called Mining and Geological Faculty (GGF) - one of the first at the university, has existed since 1907 and is located in a separate building. More than 800 students study at the faculty. The educational process is conducted by 93 teachers, including 23 professors and doctors of sciences, 49 associate professors and candidates of sciences, 12 members and corresponding members of international and Russian academies of sciences.
